CITY OF Cleveland GEORGIA Cleveland City Council Meeting Minutes Monday, December 12, 2022- - 6:30 P.M. Cleveland Community Center/Police Department 342 Campbell Street, Cleveland, GA 1. Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor Josh Turner, Council Members Nan Bowen, Rebecca Yardley, Jeremy McClure, Also present were City Administrator Kevin Harris, City Attorney Keith Whitaker, Co- and C.J. Approve Agenda Motion by Council Member Yardley, seconded by Council Member Bowen, and voted, unanimously, to approve the agenda. DEPARTMENT REPORTS 5. Economic Development and Planning - Director Tom O'Bryant November 2022 Report Mr. O'Bryant addressed the Mayor and Council Members. He expressed his appreciation to Mr. Keene for his service. He reported the following November items: O Occupational Licenses- -2 O Building Permits - 6 (2 new homes) O Sign Permits - 1 (Chastain Agency) Building Inspections - 10 (Woodlands Camp) Plan Reviews-1 (White County Board of Tax Commissioner Zoning Application - 1 (Annexation application - Jadie Current Commercial Activity - 7 projects Development Inquiries-6 o Grant Applications Office- - LDP) Hatcher) The Appalachian Regional Commission (ARC) grant application was approved. The agency recommended the project be moved into the full application process for approval. O Infrastructure London Land Surveying has mapped marked a proposed route for gravity flow for the sewer line from the lift station to the manhole on Head Street. The Public Works Department is discussing with the property owner. The Georgia Department of Transportation project for the bridge/culvert replacement has begun. The contractor will begin locating the city utilities. 6. Finance Department - Finance Director Connie Tracas November 2022 statistics Ms. Tracas addressed the Mayor and Council Members. She expressed her appreciation to Mr. Keene for his service. She reported the following November items: LOST is up from previous months property taxes come in November 2022 statistics The budget is on target but they need to be conservative until 7. Fire Department - Chief Ricky Pruitt Chief Pruitt addressed the Mayor and Council Members. He reported the following November items: Total of 125 Calls: 84 inside the city and 41 in the County White County Fire Department responded 5 times in the city 8. Police Department Chief Jeff Shoemaker November 2022 statistics Chief Shoemaker addressed the Mayor and Council Members. CITY ADMINISTRATOR KEVIN HARRIS Mr. Harris introduced Lamar Carver as the new Building Official. He said Mr. Carver has impeccable credentials. 10. Personnel Handbook Sections 6 through 10 Mr. Harris discussed sections 6 through 10 of the proposed personnel handbook. Motion by Council Member McDonald,seconded by Council Member Yardleyand voted, unanimously, to approve sections 61 through 10 of the proposed personnel handbook. CITY ATTORNEY KEITH WHTAKE/CO-COUNSEL GRANT KEENE Mayor Turner expressed appreciation to Mr. Keene for his service to the City of Cleveland. NEW BUSINESS 11. 2022-15 Resolution to Amend 2022-01 Appointment Resolution Motion by Council Member Yardley, seconded by Council Member McClure and voted, unanimously, to approve Resolution 2022-15. 12. First Public Hearing - 2023-01- Connection Fees Amendment Mr. Harris stated that the fee increase will not provide revenue but will recover what is! being spent. There were no comments from the public. 13. First Public Hearing - 2023-02-Sanitation and Utility Service Fees Amendment There were no comments from the public. 14. Approval of Meeting Minutes December 5, 2022 Meeting Minutes Motion by Council Member McClure, seconded by Council Member McDonald and voted, unanimously, to approve December 5, 2022 Meeting Minutes. Upcoming calendar items: Downtown Development Authority Meeting Thursday, December 15, City of Cleveland offices will delay opening until 10:00 a.m. on Friday, Planning and Zoning Commission Meeting Thursday, December 22, City of Cleveland offices will be closed on Friday, December 23, and Monday, December 26, in observance of The Christmas Holidays. City of Cleveland offices will be closed on Monday, January 2, in The.
