The Carl Junction City Council met in regular session on Tuesday March 05, 2019 at 7:00 PM at Hall. Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, Richard Zaccardelli, City Mayor LaDonna Allen, Mike Burns and Randy Hutcheson. Also present were City, City Attorney Mike Talley, and Roger Clerk Maribeth Spencer, Mark Matney. Absent were Alderman Mark Satterlee and City Administrator. PUBLICI FORUM Lisa Knutson from the Chamber requested the presence of the board for 2 public forums on the two ballot issues that residents will vote on April 2d. Ms. Knutson stated that the dates for thej public forum will be March 26, from 6:30-7:30 PM. at the Carl. Junction Community Center and March 28, 6:30-7:30: PM ati the Briarbrook Country Club. P&ZCASES Case #19-02-Preliminary Plats ofDeerfield #4 & #5. Maribeth Matney stated that Steve Lawver and the Public & Zoning commission recommended to approve the plats. LaDonna Allen moved to approve the Preliminary Plats for Deerfield4 &5. Rick Flinn seconded. Alli in favor. No preliminary Mayor Powers opened the public hearing on Case #19-03 - Rezoning of 201 & 203 W Walnut from R-1 to R-2 Bittner Properties at 7:07 PM. Maribeth Matney stated that Public & Zoning Commission met on this subject on February 25", and are One absent. opposed. recommending approval. Closed the public hearing at 7:09PM PRESENT2019-2020 PROPOSED BUDGET Mike Burns stated that there is a copy oft this year's budget in the Council packet. Councilman Burns stated that he was going to touch on a few highlights of the budget. This included a 3%1 raise for all employees and another full-time dispatcher for the PD. Mike Burns stated that the city has paid offal lot of debt. He also stated that the city has been trying to build upi funds tol bel better prepared. Mike Burns announced that almost all of the city debts will soon be paid off with exception to the community center. Mayor Mark Powers recommended that the board study the budget and meet with Mike Burns within two weeks to discuss any needed changes before the next meeting on March 19H. DISCUSSIONOFI POSTAGE FEES BEING ADDED TO UTILITY) BILLS Maribeth Matney stated that there is a way to go on to the website tol let us know whol has signed up for e-bills and when they signed up. She stated that this will not be as difficult as originally thought and is now an option ifit is the will oft the Council. Mark Powers stated that this year, postage will not be figured into the water rates. Mike Talley stated that our code provision dollar amount.
