The Carl. Junction City Council met in regular session on Tuesday November 17, 2020 at 7:001 PM at City Hall. Mayor Mark Powers called thei meeting to order with the following present: Bobl McAfee, Rick Flinn, Richard Zaccardelli, Roger Spencer, Ladonna Allen, Mike Burns and Gary Stubblefield. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Maribeth Matney, Deputy City Clerk Alaina Wright and City Administrator Assistant Crystal Winkfield. Mark Satterlee was absent. Roger Spencer motioned to approve the agenda as presented. Richard Zaccardelli seconded. All in favor. No opposed with one absent. PUBLIC FORUM Kelly Beets with MIRMA was present and told the board that the Police Department submitted for a grant for body camera Steve Lawver said the results fort the public safety sales tax were 57.93% for and 47% against, andl he said we only needed a simple majority to pass. UNFINISHED BUSINESS Steve Lawver received an update from the Jasper County Health Department. They can't give statistics for just the city limits, but the Carl Junction zip code hasl had three deaths, 5971 total cases, with seven people hospitalized and' 70 in isolation. Steve Lawver said he received a proposal for new signage fort the parks. He said the park signs are 10 years old and need to ber replaced. He also said hel has received ai request from the seniors toj put signage on thel building for the senior center. Mayor Powers said the' "reduce speed ahead" sign onl Briarbrook Drive needs tol be replaced. NEW BUSINESS Mayor Powers mentioned the press release, which he said is the opinion of the mayors in those three cities regarding the letters received from hospitals. He said thel hospitals want ai mask mandate but they are not sure how to enforce the mandate. He said those mayors feel this is aj personal responsibility issue. Mayor Powers said he has presented the board with a proclamation asking everyone to follow CDC guidelines, in lieu of a mask mandate. He would like a motion to approve the proclamation. Mayor Powers informed the board he received a letter before the meeting, and Richard Zaccardelli is resigning from the board. Hes said there is ai form that must be filled out for anyone interested and he would like to appoint someone by the next board meeting, Mike Talley said typically al letter is submitted to thel board and they vote on accepting the resignation. Mike said the board can't act on a successor until they have accepted the resignation. Maribeth Matney asked if a special meeting could be held immediately following the regularly scheduled meeting on December Ito approve a successor. Mike Burns asked ifi the seat was up for re-election in April. LaDonna Allen motioned to accept Richard Zaccardelli's resignation upon the adjournment of the 12/1 meeting. Roger Spencer seconded. He said our current coverage with Anthem is going up 5%, last year there was: no increase, and the year before there was a 3% increase. Steve said we are waiting on a second company who Steve Lawver said Crystal had toj put out as survey as part of thel LWCF grant submission requirements. He said they received 1441 response, and 120 oft those were: in favor of upgrades, 14 were noti in favor, and 141 had no response with additional comments like meeting needs a definite time.
