The Carl Junction City Council met in regular session on Tuesday November 3, 2020 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Richard Zaccardelli, Roger Spencer, Ladonna Allen, Mike Burns, and Gary Stubblefield. Also present were City Administrator Steve Lawver, City Clerk Maribeth Matney, Deputy City Clerk Alaina Wright and City Administrator. Assistant Crystal Winkfield. Bob McAfee and Mark Satterlee were absent. AGENDA Roger Spencer motioned to approve the agenda as presented. Ladonna Allen seconded. All in favor. No opposed with two absent. He said we got the plans for the Briarbrook storm water detention pond project. Steve said we got thet titles back for both pieces ofp property on Briarbrook: Drive. Hes said we gott the Army Corps of] Engineers approval Police Dept. report Delmar Haase said three officers havel been diagnosed with COVID. He said one officer should be able to come back next week, but the other two are out for 10-14 days. He said everyone is wearing a mask and keeping their distance. Richard Zaccardelli said] he gotac call from al Briarbrooki residenta about people outi in golfcarts withi nol headlights on Halloween. Delmar said there had been an issue with drivers running the stop arms on a school bus route, but he's had an officer ride behind thel bus twice for the Center Creek project and there is a $150 application fee. Court report No discussion COMMITTEE REPORTS Budget/Finance: Ladonna. Allen said the committee met last' Tuesday and got the audit findings and everything looked good. Code/1 Nuisance: Rick) Flinn had nothing toi report. Human Resources:) Roger Spencer had nothing toi report. Public Facilities & Planning: Mark Satterlee was absent. Senior Citizens: Richard Zaccardelli said the Area. Agency on Aging has had to lay people off nationwide. UNFINISHED BUSINESS There was no unfinished' business. NEW BUSINESS Mike Burns said someone asked about stocking thej ponds in Briarbrook. Steve Lawver said that could be done. Mike Burns got a text message from someone in Fall Creek Estates having an issue with reckless construction vehicles in neighborhood. Hes said that one ofthe vehicles ran over al kids bicycle that was on thes side oft the street.
