The Carl Junction City Council met in regular session on Tuesday September 1,2020 at 7:00 PM at City Hall. Mayor Mark Powers calledt ther meeting to order with the following present: Bob McAfee, Rick Flinn, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns, and Gary Stubblefield. Mark Satterlee was absent. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, Deputy City Clerk Alaina Wright and City Administrator Assistant Crystal Winkfield. Mayor Powers asked for discussion regarding Case #20-04 - Purchase 21 lots for stormwater improvements Stevel Lawvers said P&Zrecommended the purchase. REVIEW AND APPROVE BIDS FOR CAR VIDEO SYSTEM & OFFICER WORN BODY CAMERAS Ladonna Allen said there was a bidi in thej packet thati included an annual contract for cloud storage and other items that raised the bid. There was discussion about taking those items out and storing the footage on site. Delmar Haase was able to speak with the company and get al bidi for a comparable system to what we have now, but that system is already 7: years old. Stevel Lawver is supposed to get numbers fort thel budget on both systems but both Delmar Haase and Steve Lawver are leaning toward the new system. Ladonna Allen stated the board had just received that information tonight and wasn'ti in the packet so she would like to table thei issue until the board has time to review everything. Delmar Haase asked what would happeni in the little league parks, ifthis would allow alcohol: in the stands. Ladonna Allen said the youth sports authorities could prohibit alcohol at their events. Mayor Powers said anyone selling alcohol would still need liçense. Mike Burns asked about the special use permit to allow alcohol at Octoberfest and asked ift that was only for selling alcohol. Steve Lawver said it wasn't a special use permit, it was a one-day license. Mayor Powers saidi ifthere becomes asituation ofabuse, the ordinance can always bei reinstated. Mayor Powers asked about SEMA progress. Steve Lawver said we received money for sewer project, but wel have not received the official determination memorandum to deny the vegetation removal. He saidt the appeal is ready, but we have only seen an unofficial denial. Steve Lawver said he also let Senator Hawley know and he willl keep track Mayor Powers asked about the outdoor basketball courts. Steve Lawver responded we are waiting on the electrician for the Police Dept. report Delmar Haase said they have seen the second heroin overdose ini two weeks. He saidi they don'thave the toxicology report yet, but they believe that's what happened. Delmar also stated the department worked an overdose death on Luke on his end. electrical work. Ladonna.
