The Carl Junction City Council met in regular session on Tuesday August 18, 2020 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the: following present: Bobl McAfee, Rick Flinn, Richard Zaccardelli, Roger Spencer, Ladonna Allen, Mike Burns, Mark Satterlee and Gary Stubblefield. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Maribeth Matney, Deputy City Clerk. Alaina Wright and City Administrator Assistant Crystal Winkfield. REPORTS The Council reviewed the Administration report. Richard Zaccardelli said 303 Briarbrook Drive needs tol be mowed again. Public Works report - Jim Chaligoj said they are waiting on parts for the outdoor basketball court. Mark Satterlee asked if there would be a cut off time for the outside lights. Steve Lawver replied it would be 10:00 PM just like the parks. He also said he Mike Burns asked about the sprinkler heads atl Lakeside Park, Jim Chaligoj said they are on city property and the lines have Mayor Powers asked about the graffiti that had to be cleaned off the shelter at Memorial Park. Steve Lawver said some people have been destructive lately. Jim Chaligoj said Liberty Utilities needs to install al light by the shelters to help with property damage. Ladonna Allen questioned getting security cameras for the park since therel havel been so many additions and upgrades. Mike Tally pointed out that according to city ordinance 240.030, from November-March the parks close at 9:00 PM, and Mark Satterlee asked about the rock work that had been previously discussed at Center Creek park. Steve Lawver said we are waiting on the Army Corps of] Engineers to issue an exemption on a national permit that allows us to do maintenance work. Police Dept. report - Delmar Haase stated a new repeater was installed and the radios are working great. He also said he posted about thej potential tax on Façebook and over 600 people. havei read it and only one person said they wouldn'tvote fori it. got] hoods for thel lights so thel light shouldn't spread. been cut off. from April-October they close at 11:00PM. Richard Zaccardelli asked about the school getting angry phone calls regarding the first day of school. Delmar Haase said Gary Stubblefield mentioned some speeding concerns at the previous meeting on Lone Elm Drive and said the resident is happy with their progress. Gary then said Bernie Crosby was concerned about speeding on Karen. Driver and offered his driveway for officers to sit and watch the traffic. Delmar Haase said they would set upt the speed trailer. Mark Satterlee mentioned cities that have very small speed bumps and asked about the possibility of having some installed. Delmar Haase said they aren't a good option because they tear up vehicles. He said they willl look at how much ofap problem there is and work on enforcement. there would be several officers present on the first day ofs school to ensure everything goes smoothly. Bldg Insp report- No discussion. Court report No discussion COMMITTEE REPORTS Budget/Finance: Ladonna Allen got the account summary and everything looks good. She said according to the sales tax account summary, sales tax revenue: rebounded in. July. She scheduled ar meeting for the committee at 6:301 PM on September 1,2020. Code/ Nuisance: Rick Flinn had nothing toi report. Human Resources: Roger Spencer had nothing to report. Public Facilities & Planning: Mark Satterlee hadi nothing toi report. Senior Citizens: Richard Zaccardelli said next Tuesday is Taco Tuesday at the Senior Center. UNFINISHED BUSINESS Mike Tally said he spent a lot of time looking into the soliciting at Fir and Lone Elm. He met with Delmar Haase several times and looked atl Missouri Municipal League guidelines. He saidi iti isa very dicey area. Fundamentally, iti is about free speech, and most ordinances are met with very close scrutiny. He reported that Joplin repealed all their solicitation ordinances and have not passed others. Springfield has several ordinances, including one that bans asking for money from occupants of vehicle. Mike Tally said he concluded we don't need additional codes for this issue. Delmar Haase said the problem isi intermittent and he doesn'tbelieve the subject in question is profiting very much. Mike' Talley said hel heard from the attorey regarding extending Silver Oaks to connect to Peace Church. NEW BUSINESS Ladonna Allen said the food truck event was great Wednesday night. She checked to see if the food trucks had business licenses and only about half of them had one. She said she thinks anytime a food truck will be in town they should get a business license, and the Chamber of Commerce should get al list of participants from the event coordinators to make sure they have tax forms and business licenses. Maribeth Matney said the city has issued a lot of licenses for food trucks and the Chamber of Commerce was giving out our tax forms for vendors at the event. Rick Flinn asked ift the Methodist Church should get al license when they have food Roger Spencer said there is nothing wrong with the American Legion building but the parking is an issue and he would like Maribeth Matney said MML went from an in-person conference to virtual meetings that will be held Sept 13-15, and she Steve Lawver said the city wide clean-up is set for October 10 and the city wide garage sale is set for October: 3. Steve Lawver reported there are lots that became available on Briarbrook Drive and Cedar Lane. The lots are in the middle ofa waterway that feeds a lot of water onto West Briarbrook Lane. Steve said he spoke with Kurt about the city purchasing the lots Steve Lawver also reported he received information regarding mask ordinances from MML. He said State Statute 79.380 Ladonna.
