The Carl. Junction City Council met in regular session on Tuesday August 04, 2020 at 7:00 PM at City Hall. Mayor Mark Powers called ther meeting to order with thei following present: Bob McAfee, Richard Zaccardelli, Roger Spencer, LaDonna. Allen, Mark Satterlee and Gary Stubblefield. Also present were City Attorney Mike Talley, City Clerk Maribeth Matney, City Administrator Steve Lawver and Asst. City Administrator Crystal Winkfield. Rick Flinn and Mike Burns were absent. AGENDA Roger Spencer motioned to approve the agenda as presented. Richard Zaccardelli seconded. Alli in favor. No opposed with two absent. LaDonna Allen motioned to approve the consent agenda. Richard Zaccardelli seconded. All in favor. No opposed with two absent. PUBLICI FORUM There was no one present forj public forum. REVIEW OF DELNQUENITAXESTO BE STRICKEN FROMTAXROLIS. Steve Lawver presented the list of delinquent taxes for Personal Property only. We have approximately $56000.00 in delinquent property taxes. Itisac cut offof2009 and older taxes that are on the list. Iti is approximately $3500 to be stricken from the rolls ifiti is approved. Part of our collection problem is that the county only keeps records for 3 years and getting info from assessor is hard. Steve Lawver stated that leaves us 10 years on the books. The majority of these residents don't live in town anymore. Mayor Powers said we: should consider having county collect our Personal Property taxes ifthel legislative doesn'to change thel laws. There was discussion ofdelinquent taxes andt thej pros and cons ofhaving the county collect them. Steve Lawver stated he needs a motion to accept list. Mike Talley stated that Section 135.170: says thel Board may declare the list to be worthless. LaDonna Allen motion to declare the list worthless. Richard Zaccardelli 2nd. Alli in favor. No opposed. ORDINANCES LaDonna Allen motioned toj put "AN ORDINANCE IMPOSING A PUBLIC SAFETY SALES TAX IN' THE CITY OF CARLJUNCTION, MISSOURI, ANDI PROVIDING ORSUCHOADIRACETON: SUBMITTEDTOTHE QUALIFIED VOTERS OF THE CITY" on 1st reading by title only. Roger Spencer seconded. All in favor. No opposed with two absent. Discussion: Steve Lawver reported that this came up internally last week. Steve discussed statute 94.900(g) public safety sales tax and that they put some) population categories and we currently fit into that category using 2010 census. We willi not fiti into any category unless we get new legislation to do this if we wait until after the 2020 census comes out. He estimates it will generate about $150,000/annually year. This is dedicated strictly to the PD: and it will definitely help. Gary Stubblefield stated that safety Roger Spencer motioned toj puti it on second reading by title only. LaDonna Allen seconded. REPORTS The Council reviewed the Administration report. There were no comments on the administration report. Steve Lawver stated he and Crystal had been at MIRMA conference he is no longer on Board. Richard Zaccardelli stated he went back and looked at his notes from al long time ago. Hes said that an engineer told him that roads that have trailers using them haves shifting loads and causer major problems. Especially at stoplights and curves and that is why Marie is being torn apart. It would be wise to stop further damage and reduce speed by stop signs. He would like to make Marie a 20 MPH and where Copper Oaks begins going north to Sunnybrook 25 MPH. The concrete trucks are doing al lot of damage. He stated that Hwy 171 and Madison is an example of what happens. There was Public Works report- - Mayor Powers asked when. Jimmy was starting Fairway Drive. Jim Chaligoj stated next week. Mayor Powers said they will have to shut down #8 green when they are working. Mayor Powers also stated that the residents along WI BB Lane are very appreciative of. Jimmy clearing out the brush. LaDonna Allen asked when he would start on sidewalks. Jim Chaligoj stated] he was goingt tos start but was told tos start ont thel basketball courti instead. Jimmy also reported vandalism att thes shelter atl Memorial Police Dept. report Chief Haase reported that he had ar radio company do a coverage of the City with a 5-watt portable. The worse spot that might not be covered is on Hwy 171 by Signature Marble. They worked on the cars and found aj problem with adaptor in dispatch. They worked on the repeater and found the system going in is OK but output is % of what should be. We will need to replace the repeater. Ita apparently was hit by lightening during a storm. We need to look at what thes state is using for the future. But these repairs would allow us time to accumulate: some money. To fix everything we are looking at $5000 and then we willl be in shape discussion ofs speed limits. Park. and be working. 5years from now everyone could be changing anyway. One of the officers said that what they did has improved the radio al lot. They! hadi no trouble the other day sol hopefully issues arei fixed. He does not want tol buy now since wep probably willi replace itint the future. Ifthe sales tax passes thati is money we can use int the future. Then we can look at upgrading. Wes are not really behind times. Hes stated that the county is not really happy with their system. Chief Haase said he has good people doing a good job and he wants to continue toi improve. LaDonna Allen said we need to have another budget meeting and look at pros and cons. She wanted to verify some information on Chief's report regarding costs, discussing digital versus analog and which system do we wanti to go with for the future. COMMITTEE REPORTS Budget/Finance: Ladonna Allen need to meet againl hold offt till the Ist of September. Code/] Nuisance: Rick Flinn had nothing to report. NEWI BUSINESS LaDonna Allen asked ift there was anything that we can do in thei interest of motorist, residents andj public safety about people standing at Lone Elm and Fira asking for monetary contributions. He almost got hit and almost caused an accident. She asked ift there was anything in our code. Steve Lawver said we need to be careful and follow. Joplin's lead on this. Mike Talley said he would do research on this subject. LaDonna asked if we could make them stay so many feet offt the road. There was some discussion of this situation. There was discussion ofhow other towns handle this. Mike Talley said he willl look into ita and confer with Chiefl Haase. Mayor Powers stated that about 7:00 in evening 2 kids on as small scooter are going down. Joplin St and turning on Briarbrook Drive and getting on the walking trail by Copper Oaks He asked ChiefH Haase to look into it. Jimmy reported that the wet wellj pump is on order.
