The Carl Junction City Council met in regular session on Tuesday June 16, 2020 7:001 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Richard Zaccardelli, Don Marshall, Roger Spencer, LaDonna Allen, Mike Burns, Randy Hutcheson and Mark Satterlee. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Maribeth Matney, Deputy City Clerk Alaina Wright and City Administrator Assistant Crystal Winkfield.  AGENDA  Roger Spencer motioned to approve the agenda as presented. Richard Zaccardelli seconded. All in favor. No opposed. The council reviewed the minutes from the previous meeting's minutes. CHAMBER QUARTERLY REPORT  The board was presented with al letter from the Executive Director. Mayor Powers said Ashley wanted everyone to know The Council reviewed the Administration report. Richard Zaccardelli asked about the new street going in north of Casey's, and said they are tearing up Briarbrook Drive. Maribeth Matney said the driveway is for a fireworks stand thati is goingi ini there. Crystal Winkfield reported shei turned in twoj projects for FEMA to review before the final copy is submitted. Police Dept. report Delmar Haase reported he instructed Assistant Chief McCall to order another body camera so they are Ladonna Allen asked Delmar if he could get an estimate for radio and video upgrades by the first meeting in July and he  there would be ag golftournament on July 10 at thel Briarbrook Club House.  REPORTS  Public Works report- - There was no discussion,  never without one. He alsoi reported he is stilll looking for another officer.  replied yes.  Bldg Insp report- - No discussion. Court report No discussion. COMMITTEE REPORTS  Budget/Finance: Mike Burns had nothing to report. Code/ Nuisance: Randy Hutcheson had nothing to report. Human Resources: Roger Spencer had nothing toi report. Public Facilities & Planning: LaDonna Allen had nothing to report.  Senior Citizens: Richard Zaccardelli said the federal government! hasn" 'tset a day for the senior center to begin serving meals Ladonna Allen pointed out the memorandum of understanding handed out by Steven Lawver, she believes we need an Ladonna Allen asked if the Harry S. Truman Coordinating Council had given a quote on a new comprehensive plan. Steve Mike Tally said regarding thej planned extension from Silver Oaks tol Peace Church there have been some discussions buti it's not getting anywhere and he believes it's time for the city to consider imminent domain action. He said nothing needs to be done tonight, but he will need assistance in getting special counsel if that moves forward. Mayor Powers asked how long these things Stevel Lawver said he and. Jim Chaligoj have moved some projects around. Jim Chaligoj is going out for bids for the Fairway Drive project because iti is fairly complicated. Steve Lawver said there is a plan fors some sidewalks and. Jim will be doing that project Jim Chaligoj said they are halfway done with the drainage project at Center Creek and then they will begin working on Delmar Haase said that North of Pennell and West of Main Street al lot of people went from parallel parking to parking at an  inj person again. Mike Talley said the outgoing council members needed to step down at this point. Don Marshall and Randy Hutcheson    SWEAR INNEWLY ELECTED OFFICIALS Gary Stubblefieldi read the oath of office for Ward 1 and was sworn in. Bobl McAfee read the oath ofoffice for Ward: 3 and was swor: in. Mike! Burns read the oath of office for Ward 2 and was sworn in. Roger Spencer read the oath ofoffice for Ward 4 and was sworn in. Richard Zaccardelli nominated: Roger Spencer. Mark Satterlee seconded. Mike Burns nominated: Ladonna Allen. Rick Flinn seconded. Mike Burns motioned: nominations ceased. Richard Zaccardelli seconded.  ELECTMAYOR PRO-TEM  Roger Spencer received four votes. Ladonna Allen received four votes. Mayor Powers voted for Ladonna Allen break the Mayor Powers changed committee members because he wants everyone to experience all committees. Every committee now Richard Zaccardelli would like to form an ingress/egress committee with someone from the High School and the transportation department, the Police Department, the Fire Department, and Planning and Zoning. He believes they should meet Mayor Powers said Maribeth Matney sent pictures from 121 Cedar and thei front and back yards flood every time it rains and Steve Lawver has had several complaints in the past few years about Lone Oak Drive. It has 10-15 houses on it and is very narrow and the cul-de-sac has never been finished. He asked Kurt with. Allgeier Martin to look into it and give an estimate to widen and improve the road. The estimate came back at $130,000 and Steve believes the city should think about budgeting fori it over the Steve Lawver said hel has compiled a list of wants and needs from department heads, and needs to know what the council wants to dot to begin budgeting for that. He said of all the requests, a new: radio system for the Police Department is most important Steve Lawver informed the council he believes it is time to put an outdoor basketball court here at the Community Center. He said the estimate is $35,000 and that includes everything. Mayor Powers said he doesn't want asphalt, he wants concrete because CLOSED SESSION PER RSMO 610.021 (9): PREPARATION.
