Police Dept. report - Delmar Haase stated they have gone back to normal duties, one person allowed in the lobby at a time. They did not receive any car bids sO we will use the state bid and he ordered a car. We are looking at 26 weeks and we will receive a 2021 car but ata a 2020 car price. Junction repairing the CID tennis courts and the city residents have same rights as CID residents. He questioned if anyone had any issues with the proposed agreement. Steve Lawver has already contacted Allgeier Martin about a survey. Mike Talleyi is drafting a resolution for the CID to sign and an ordinançe Mike Talley has had contact from Stl Louis on efforts to purchase thej property to connect tol Peace Church next to new Schuber Mike' Talley said the attorney for Dr. Boyle and) he are meeting to discuss aj possible: resolution for our differences. Steve Lawver provided a memo for opening the city facilities again. City Hall lobby has not been open but will be open tomorrow. We will put up a sign limiting the number ofj people allowed inside. Cardio center willl have a sign limiting the number of peopleallowedi in there at onet time. There willl be no open gym timey yet. The Community Center building willl be opent until 6, pickleball will start againj just 2 courts, people could also wait outside the gym. The Senior Center is not open yet, reservations andj parties willl be allowed as long as group is under 10 people and social distancing is observed. MIRMA guidelines were sent to YMCA executive director and we are looking at opening pool at end of May as usual. The problem is finding people to train for lifeguards. Frank Dean Sports Complex will be open as long as 10 people are limited per field. The bathrooms will not be open because the standards for cleaning is once per hour and the public works doesn't have the staff for that. 10 people per activity is how city managers statewide have interpreted the guidelines. Mayor Powers said he understands 10 people per activity but each game should be separate activity. Mike Burns said hei found nothing regarding group of1 10p people in the governor's phase 1 guidelines. LaDonna Allen said the governor stated 10 people in his press conference. Mike Burns said iti is nowhere in writing. Steve Lawver said the guidelines for public facilities and guidelines for retail are not even. Mike Burns said the writing says to try to limit activities but doesn't require no activities tot take place. Mayor Powers said the players aren'tt thej problem, thes spectators are the issue. Stevel Lawver said iti is the parent's responsibility ifthey want their child involved in their activity. LaDonna Allen said ifit was aj private property there wouldn't be an issue, but she questioned with it being public property ifv we! havet to meet certain guidelines. Mike Burns said Webb City and. Joplin] parks andt rec are resuming their activities. Richard Zaccardelli said Bulldog Lake had 7 kayaks over the week and 5 people on1 thel bridge fishing.
