The Carl Junction City Council met in regular session on Tuesday. April21,2020: at 7:00 PM: at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, LaDonna Allen, Mike Burns, Mark Satterlee and Randy Hutcheson. Richard Zaccardelli and Roger Spencer were absent. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Maribeth Matney, Deputy City Clerk Alaina Wright and City Administrator Assistant Crystal Winkfield. Police Dept. report Delmar Haase stated there haven't been many police reports since the last meeting. He stated he had a deadline for bids on cars and he didn'treceive any bids, most likely because of the current situation with COVID-19. He said he will have toj put out another request for bids. Bldg Inspi report- No discussion. Court report No discussion. COMMITTEE REPORTS Budget/Finance: Mike Burns had nothing to report. Code/ Nuisance: Randy Hutcheson said there were several things that needed to be reviewed regarding the three proposed ordinances and the possibility had been raised of meeting via email. Mike Talley said there are technical problems regarding posting an email only meeting. Randy Hutcheson askedi ift there needed tob be a meeting scheduled prior to ther next board ofa alderman meeting. Mike Talley and Mayor Powers responded yes. Randy Hutcheson said there would be a meeting at 6:30 on' Tuesday May 5, 2020. Human Resources: Roger Spencer was absent. Committee members had nothing toi report. Public Facilities & Planning: LaDonna Allen said she needs to coordinate with Stevel Lawver about some ongoing projects but will not schedule the meeting: yet. Senior Citizens: Richard Zaccardelli was absent. UNFINISHED BUSINESS Mayor Powers mentioned: aj previous meeting wherei it was discussed about fixingt thet tennis courts at1 thel Briarbrook Golfçlub. He spoke with them and if the city chooses to accept the project, all residents of Carl Junction would be allowed to use the courts for free. Ifthe courts wouldr needi repairs ini thei future, residents outside the. Briarbrook area would have to pay the same amount as non-golf club members to use the courts. Mayor Powers said he would like Mike Talley's permission to pursue getting the land surveyed and Rick Flinn asked about the progress of possibly expanding police protection to Airport Drive. Steve Lawver said he has not Steve Lawver spoke with Cookie Estrada, the executive director of YMCA, about opening the pool this year. Steve said Mr. Estradal believes ifthe current situation goes to. July ity won't! be worth opening the pool. Mr. Estrada felt opening in. June would stilll be productive, and is going on for now as ift the pool will open at the end of May like it typically does. Ladonna Allen questioned what will happen with the contract with the YMCA ift the pool doesn't open this year. Steve Lawver responded the contract is year to year putting together aj proposal. Mike Talley agreed. had a chancet to do that yet. and we have not passed the contract for this year yet andi ifthe pool doesn't open this year there is no contract. NEW BUSINESS Mayor Powers virtually attended the governor's! press conference andi reported the current plani ist to attempt to open some types oft businesses May 4. Mayor Powers said Governorl Parsons reported the statel has enough people and medical supplies thati ifal hotspot Ladonna Allen was contacted by a resident about the home on Woodland that burned. Steve Lawver replied Greg Coats has Randy Hutcheson said there is ai rough spot on the trail on Copper Oaks from the east side. Jim Chaligoj said they are hoping Mark Satterlee is being questioned about when the gym will open up.
