Mayor] Mark Powers called the meeting to order with thei following present: Rick Flinn, Richard Zaccardelli, Don Marshall, Roger Spencer, LaDonna Allen, Mike Burns, Mark Satterlee and Randy Hutcheson. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Maribeth Matney, Deputy City Clerk Alaina Wright and City Administrator Assistant Crystal Winkfield. All in favor. No opposed. Roger Jonathan Lundy, a real estate agent selling al home on County Lane 287 said thej potential buyers were wanting to connect to the city sewer. Steve Lawver said this usually isn't a problem as long as they connect to city water also. Mike Talley questioned ifthe city had completely abandoned trying to annex the property. Steve Lawver and Maribeth Matney both responded that the land in question does not touch any city land and can't be annexed. Ladonna Allen asked if they can have ai flow meteri installed ift they have well water. Stevel Lawver stated it's better toj just hook upt to city water. Mike Talley asked Steve Lawver ifhe would like thel board to vote on the question and Steve Lawver responded yes. Mike Talley asked if Steve had a recommendation and he stated his recommendation' was to approve ther request as long as theyl hook upt to city water also. Rick Flinn said he felt hei needed to abstain from the vote because he knows thej potential buyers. Steve Lawver asked ifhel had a direct connection to thej people or ifhe would benefit from the issue and Mike Talley asked Rick if he was related to them. Rick Flinn responded no to both questions. Mayor Powers PUBLIC FORUM recommended putting thei issue on next agenda and everyone can vote then. QUARTERLY CHAMBER REPORT Ashley Butcher: recapped the 2019: year for the Chamber of Commerce. She stated three new businesses opened in town and 54 new: members joined the Chamber of Commerce. She stated thei first event for Second Tuesday brought 2000 people intot town and said they hope to start those events in April 2020. She also stated they would like to make the Bluegrass Festival at two-day event that runs Friday and Saturday andi they hope to add a 5k this year. SWEARI INNEW POLICE OPICIRALEXANDEREA HAMIILTON ChiefHaasei introduçed Alexanderea Hamilton tot the council and askedt thats shel be appointed to the Carl Junction Policel Force. Mayor Powers stated that he would like to appoint Alexanderea Hamilton to the Carl Junction Police Department. Mike Burns stated he's had comments about the self-reporting language in the ordinance. Steve Lawver and Mayor Powers stated that is supposed to be done currently but most] people aren't aware of that. Mark Satterlee questioned what the 2.5% was based on. Mayor Powers responded that the current city tax is that amount and this would only be for goods bought online and delivered to Carl Junction. Ladonna Allen stated the city does need the revenue but believes the city should wait to put it on1 the ballot because the Fire Protection! District will alsol be asking for al levy on thel ballot. She also stated she's had feedback that the voters have voted thei measure down twice and are tired ofs seeing it on the ballot. Richard Zaccardelli pointed out cities all over the United States are passing measures like this.
