The Carl Junction City Council met in regular session on Tuesday March 16, 2021 at 7:00 PM at City Hall. called the meeting to order with the following present: Jim Gozia, Bob McAfee, Rick Flinn, Ladonna Allen, Mike Burns, Mark Satterlee and Gary Stubblefield. Roger Spencer was absent. Also present were City Administrator Steve Lawver, Attorney Talley, City Clerk Maribeth Matney, Deputy City Clerk. She said there willl be a Spring soon and the city wide yard salei is scheduled for April 24, 2021. She also said they are trying to get a coffee truck to bel here that day. Cavanaugh said second Tuesday on Main will be happening and there are sponsors this years soi it willl be bigger than last year. There will be second Tuesday events in May, June, July, August, and October, The business expo will be in June at the Community Center, Cavanaugh stated she started ai new website andi itl has a city page with links to the city websites. at Fling Chamber Office MOSWINSTATE REPRESENTATIVEPD RADIOS Bryan Courtney with DPS out of. Jefferson City was present to discuss the MOSWIN radio system. He said the system has been lives since. January 2013 and there are 1500 agencies, including fire departments, police departments & EMS usingi it. He said the system has muitiple remote radio sites, which ensures 100% of channel grants go through. Bryan said the units have an emergency button and the. Jasper County dispatch center isi investing in a wire line system so it will show badge number & agency oft the officer Bryan said they've looked at the performance, and out of 1,000,000 calls, only 57 weren't answered immediately. He said Sheriff Randy Kaiser is migrating away from a local system to the state system and several local police departments are also looking at migrating to the state system. Bryan said the system is self-healing, so ifo one site goes down it will switch to another site. He also said they have a cache of radios available in the event of an emergency. Bryan said the recommendation is to have a mobile system and an in car radio with an antennae on the roof and a repeater in the trunk. He said the cost is approximately $3,200-$4,500 for mobiles and portables. He said the recommended radio is a P25 digital trunking radio on a multi-band system, sO it will work on VHF,700, and 800 channels. Hes said they dol have units that can be used to test and see what equipment is necessary for full coverage Jim Gozia asked if there were any expected upgrades that would cause the department to need new equipment. Bryan said there are upgrades tot their network, and they recommend having the radios aligned every 5 years and having the firmware upgraded. LaDonna Allen askedi if there is a cost to be on the system. Bryan said the system is freet tol Missouri DPS agencies Rick Flinn asked if the system is encrypted. Bryan said the interoperable channels are not scrambled but agencies have the Brittany Caine was present and said the senior center will be doing a soft re-opening beginning May 3. She said Mondays and Fridays would be for pool for facilities with pool tables, Tuesdays and Thursdays will be lunch service in the center and bingo, and on Wednesdays they willl have exercise, card games, and dominoes. She said there will be a press release on March 17. Brittany said they willl be asking clients to call ahead and schedule their visit sO they can plan ahead and have social distancing in place. UNFINISHED BUSINESS Delmar Haase said there are neighborhood issues in the area ofGold Leaf and Black Thorn. He is requesting that the board restrict some parking in the area to allow fire trucks to pass through. Delmar said there is some legal action pending with those parties. NEW BUSINESS LaDonna Allen said Joe Perkins requested anyone with a storm shelter register their address with the fire department ifit Mayor Powers said our treasurer, Ruby Dunn is in Houston and is one of only three people authorized to sign checks. He said he willl be leaving March 17 and will be gone for 10 days. He said there needs tol be another person on the account tos sign checks.
