The Carl Junction City Council met in regular session on Tuesday February 2, 2021 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Jim Gozia, Rick Flinn, Roger Spencer, Ladonna Allen, Mike Burns, Mark Satterlee and Gary Stubblefield. Bob McAfee was absent. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Maribeth Matney, Deputy City Clerk Alaina Wright and City. Administrator Assistant Crystal Winkfield. REVIEW OF DNR MS4 PERMITI RENEWAL/STORMWATER) Steve Lawver said this is a five-year permit with DNR that we renew on a cycle. He said it is drastically changed this time. Steve said the outfalls only have to be tested twice a year, but because they changed the definition of an outfall, we went from having 19t to having 44. Steve said we willl have some public forums in March with the P&Z commission and at board meetings, and that the information will be put out on the city website and Facebook page. He said we will also putting together al binder at the counter for public review with a listing of all outfalls and their locations along with the forms that must be sent to DNR with the application. Steve Lawver said we had to begin quarterly reporting on the wastewater treatment plant, because DNR wanted us to start monitoring zinc flow out of thet treatment plant. Steve said we have a daily and monthly standard andi in the last month wei met daily 26 of28 daily standards but failed 17 of 18 monthly standards. Steve said there is no affordable, scientific way to remove zinc from wastewater. He said we will first try to gett the numbers changed and ift that doesn'twork we will try for a variance. Steve said wel have aj year to submit a new: stormwater plan. ORDINANCES LaDonna Allen motioned to bring off the table "AN ORDINANCE AMENDING TITLE II. Roger Spencer seconded. All in favor. Discussion:. Animal Control/Codel Enforcement Officer David' Wehmeyer was present tot talk about the ordinance. He said part of the ordinance is for protecting citizens by providing for the upkeep and welfare for the animals. He said there have also been noise complaints about roosters throughout town andi that most cities already have ordinances in effect regarding thel keeping ofi fowl. David said the only thing our ordinance addresses is the odor. Mark Satterlee asked how many properties this would affect and! how many complaints there have been; he wanted to verify the ordinance was about more than one property. David replied there were No opposed with one absent. multiple complaints and it would affect more than one property. Gary Stubblefield pointed outt the issue was complaint driven andi is ultimately about safety. LaDonna Allen pointed outl how many calls Dave Wehmeyer takes for service versus. how many tickets he actually writes and stated shel believes ifhei isl bringing it to1 the council it's because he needs something he can enforce. Delmar Haase says many cities already have an ordinançe like this and we would not be int the minority. Rick Flinn asked what would happen toj people that already have roosters and ift those roosters would be allowed to stay. Steve Lawver said we are working on them. Mayor Powers asked about the detention pond. Steve Lawver said the contractor isl hoping to get equipment moved in and to Monday. Mayor Powers asked Steve Lawver to get a quote on upgrading our radios toi the MOSWIN system. start in February. Public Works report- - Jim Chaligoj was not present. Jennifer Shotwell is working with Health & Senior Services to get people up for Richard Garrett said the process to get a vaccination in Missouri is extremely difficult and the website is not user friendly.
