CEDARTOWN CITY COMMISSION REGULAR COMMISSION MEETING SEPTEMBER 18, 2017 Commissioners Present: Jordan Hubbard, Chairman Dale Tuck, Chairman Pro-Tem Andrew Carter Matt Foster Larry Odom Bill Fann, City Manager Carol Crawford, City Clerk Carey Pilgrim, City Attorney Also Present: PUBLICI HEARING - CONDITIONAL USE REQUEST- - CRESENCIO GONZALEZ PELICO - 330 WEST AVENUE City Attorney Carey Pilgrim opened the public hearing regarding the conditional use request from Cresencio Gonzalez Pelico to use the property located at 330 West Avenue for a church. The propertyi is zoned C-4 Commercial, tax map and parcel C12-094. There were no public comments "for" or "against" the conditional use request from Cresencio Gonzalez Pelico fori the property located at 330 West Avenue fora a church. MEETING CALLLED TO ORDER Commission Chairman Hubbard called the meeting to order. Building Inspector. Joseph Martin gave the invocation, which was followed by the pledge of allegiance to the United States Flag. AGENDA ANDI MINUTES APPROVED A motion was made by Commissioner Odom, seconded by Commissioner Tuck, all voting "Aye", none voting "No" the Commission approved the current agenda and the Commission meeting minutes of August 14, 2017. DELEGATE- JOHN BIRCHALL-HAP & LEONARD SHOW John Birchall with the Hap & Leonard Show appeared before the Commission and explained that there would be custom made signs to side streets and alleys when filming next Monday and Tuesday beginning at 7:00a.m. City Manager Fann advised that the Cedartown Police will control the traffic to the DOT specifications. Mr. Birchall commented that they are glad to be here and that Cedartown is special. DELEGATES - MIKE BROOME AND SANDRA! SHERFIELD - 2017 LEAD POLK Mike Broome and Sandra Sherfield with the 2017 Lead Polk class appeared before the Commission. They advised that they looked at government: structure and to be prepared toi improve Polk, toured businesses, governments, and also had a class from the Fanning Leadership Institute. Sandra Sherfield advised that Blair Elrod is their class President. Mike Broome spoke about the beautification and planting of the Silver Comet trailhead and selling t-shirts as at fund raiser for this project. He also told the Commission that Planning Commission member and newly appointed County Commissioner. Jose County Commissioner. Jose Iglesias commented that the Lead Polk 2017 class discussed community Iglesias was also ar member oft the 2017 Lead Polk class. development, membership team building and members inspiring members. MANAGERS REPORT Our rescheduled Fourth Friday event from. July's rainout willl be held this Friday, September 22, Our GICH team will bei in Athens on September 20th and 21st for our final retreat and "graduation". We appreciate our community members who have participated in this three year journey including Rhonda Heur, Alice Cook for the Housing Authority, Jordan Whiteside from Vantage Development and Bruce Day from Habitat for Humanity. Thanks to Chairman Hubbard forl leading the team and especially Aimee Madden who prepared all of our presentations. The Open House Ceremony for Kimoto Tech's expansion willl be on Tuesday, October 3rda at10 There will be a ribbon cutting ceremony at Smith-Miller Funeral Home on North Main this Friday Southcrest Bank will have their annual customer appreciation day this Friday from 11 a.m. to 1 The Annual Fall Festival will be held on Saturday, October 7th downtown, there are multiple food and craft vendors already signed up: sO it should be a great event. Hours are 9a.m. to 3 p.m. with the Shriners Parade at: 10:00 and live entertainment throughout the day. Aimee Madden, Edward Guzman and myself met with the Norwest Georgia Regional Commission representative this afternoon to begin the process for two grant applications. The first will be al Land & Water Conservation Fund application for $100,000 towards the proposed Goodyear Park Soccer facility and the second will be a Recreational Trails Program application for $200,000 for the nature trail from Big Spring Park to Goodyear Park. Both are administered through the Georgia Department of Natural Resources. The first is due inl late October and the 2017 with the band "McPherson Street" scheduled to perform. a.m. at 11:00a.m. p.m. second is due in early January. CONDITIONAL USE REQUEST- - 330 WEST AVENUE- CRESENCIO GONZALEZ-IGLESIA DE DIOS City Manager Bill Fann advised the Commission that the Planning Commission placed three (3) conditions on the property located at 330 West Avenue: 1) No residential use, 2) Health Department requirements fori food preparation; and 3) Fire requirements with the Fire Marshal. A motion was made by CommissionerTuck, seconded by Commissioner Foster, all voting "Aye" none voting "No" the Commission approved the conditional use request from Cresenico Gonzalez for the Iglesia De Dios PENTECOSTES Pentecostes church at 330 West Avenue. MILLAGE RATE SET Ar motion was made by Commissioner Foster, seconded by Commissioner Carter, all voting "Aye" none voting "No" the millage rate was set at: 11.201 for 2017. Commissioner Odom commented that the city cannot keep going down on the millage rate. REVIEW OF1 THE PROPOSED BREW PUB, BREWERY. AND WINERY ORDINANCE City Manager Fann reviewed the proposed Brew Pub, Brewery and' Winery Ordinance with the Commission. There is new legislation that went into effect September 1st. Governor Deal has signed off on the new legislation. Revisions addressed were that any Brewery, Winery or Brew Pub in I-1 is also allowed in I-2. There were two subsections added to brew pubs section 14 which will include beer sale by the drink with a 10 per cent discount. Discount section 20-25 the percentage of the discount in that district will include beer sales by the drink 20 per cent discount. Discount in that district is the same as beer, wine and liquor pouring, micro-breweries section 23 and 25 language micro-brewery defined I-2 and 1-5 districts effective on anytime approval. Attorney Pilgrim had no issues with the ordinance. LEASE AGREEMENT RENEWAL WITH PRIMARY HEALTHCARE. AT ONE DOOR POLK Am motion was made by Commissioner Tuck, seconded by Commissioner Carter, all voting "Aye", none voting "No" to approve the lease agreement renewal for three years with Primary Healthcare for their medical office at One Door Polk. City Manager Fann advised that Primary Healthcare has received an ARC grant andi interviewing dentists. COMMISSIONER REPORTS Commissioner Tuck stated that One Door Polki is beyond our dreams. Commissioner Tuck spoke about the community helping the evacuees. People have been bragging on the Police Commissioner Carter is excited about the Purks Building and the use of the building. Commissioner Foster stated that the command staff kept the roads clear and everyone safe throughout the storm. He is grateful for our City Police and City Firemen for making sure that everyone is safe. He wanted to thank the staff for the minute to minute post andi for Commissioner Odom stated that he was listening to the radio and there was a request for diapers at one of the motels. He went to take diapers to the motel and was overwhelmed with Chairman Hubbard was excited about the proposed extension oft the Silver Comet Trail which now runs from Rockmart to Cedartown; the movie staff; and the start of one of our future Department.
