The Carl Junction City Council met in regular session on Tuesday January 5, 2021 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Bobl McAfee, Gary Stubblefield, Roger Spencer, LaDonna Allen, Mike Burns and James Gozia. He asked about the LWCF grant and Crystal said the new application hasn'tcome out Police Dept. report- ChiefHaase said he submitted the LEST grant for $19,700 including tasers, thel Nixle system, and phone system. He said there were five wrecks on 171 at the Center Creek bridge on Saturday when the roads were slick. He also said the department took 706 reports in 2020. LaDonna Allen asked if there was al Nixle notification sent out for the wrecks. Delmar Haase Public Works - Jim Chaligoj said they are almost done placing meters on Anita Plaza. Mayor Powers said Fairway Drive to the east is sinking into the golf course. Jim Chaligoj said hel has plans to correct that but! he needs dry weather. Court report- Nothing to report. COMMITTEE REPORTS Budget/Finance: LaDonna Allen said the committee met at 6:00 and discussed the use tax and radios. She said there'sa chance that we could use CARES Act funding for the MOSWIN system. She also said we still haven't received the radios from Communication Associates or the FCC licensing for the radios and it has been 105 days since the order went in. LaDonna said the committee is recommending the city draft a letter to cancel the order and see what the response is. Mike Talley said he has drafteda letter that Steve needs to sign because he signed the original purchase order. He also said the board reached a consensus for Steve to sign the purchase order, and now they need consent for him to cancel the order. He also informed thel board the order that was signed talks about terms and conditions of the order, but they aren't listed on thej purchase order sO we don't! know what willl happen when we try to cancel the order. UNFINISHED BUSINESS Mike Talley wanted to make sure everyone knows that Duquesne is shut down because of COVID and it should be taken Delmar Haase said he wants to move Stephanie Castlebury to a full time investigator, and move Doug Dickey into the SRO position which would open another patrol position. He said hel has a 10 year veteran in mind that would be a good fit. Mayor Powers asked when the budget meeting is for the police department and said to move the police department budget meeting to. January 19. Delmar Haase said the position was already funded. LaDonna Allen said looked at the 2020 budget and the position wasn't funded because the numbers presented were based on active employees with no additional position addedi in. He said there needs tol be more options for access to that area. Mayor Powers said he needs to talk tol P&Z about the matter, Mike Burns also asked about trails in that area being turned into actual paths.
