CEDARTOWN CITY COMMISSION REGULAR COMMISSION MEETING MAY8 8, 2017 Commissioners Present: Jordan Hubbard, Chairman Dale Tuck, Chairman Pro-Tem Andrew Carter Matt Foster Larry Odom Bill Fann, City Manager Carey Pilgrim, City Attorney Edward Guzman, Assistant City Clerk Commissioners Absent: Also Present: PUBLIC HEARING - CONDITIONAL USE REQUEST-1 BRITTANY FOLSOM- CHILDREN'S DAY CARE -1 1136 EAST AVENUE- - ZONED C-2 COMMERCIAL City Attorney Pilgrim opened the public hearing for comments regarding a request from Brittany Folsom for a conditional use permit regarding the property located at 11361 East Avenue to operate a children' s day care. Brittany Folsom spoke "for" the request and stated that she will follow all policies and procedures. She will also attain proper licensing from the State. There were no public comments "against" the request. Therefore, the public hearing was closed. PUBLIC: HEARING - CONDITIONAL USE REQUEST- CEDARTOWN HISPANIC SEVENTH DAY ADVENTIST CHURCH - 403 MAIN STREET- ZONED C-1 City Attorney Pilgrim opened the public hearing for comments regarding a request from the Cedartown Hispanic Seventh Adventist Church for a conditional use permit regarding the property located at 403 Main Street to operate a church. Randall Bell spoke "for" the request and stated that they will ensure the tenant above their location is not being bothered and will clean up after themselves. Hours of operation will be Tuesdays, Fridays, and Saturdays at 7:00-9:00 p.m. and Sundays at 9:15-12:00 p.m. There were: no public comments "against" the request. COMMERICAL Therefore, the public hearing was closed. MEETING CALLED TO ORDER Commission Chairman Jordan Hubbard called the meeting to order. Police ChiefJamie Newsom gave the invocation, which was followed by the pledge ofa allegiance to the United States Flag. On motion by Commissioner Foster, seconded by Commissioner Carter, all voting "Aye" none voting "No" the Commission approved the current agenda, the City Commission meeting AGENDA & MINUTES APPROVED minutes of April 10, 2017, and the Work Session Minutes and Executive Session Minutes of DELEGATE-JUNE BECK-SAFETY CONCERNS REGARDING PEEK PARK June Beck appeared before the Commission to present safety concerns regarding Peek Park. She is concerned about the safety of children due to speeding cars alongside the park and offered several suggestions. A request is made to lower the speed limit by the park, place children at play signs, increase police presence during summer. months, and increase the size of speed bumps. June Beck thanks the Commission for allowing her to state these concerns. DELEGATE- - TRIXIE MORGAN-SUMMER CAMP 4C'S-MOVING FROM Trixie Morgan appeared before the Commission to discuss the 4 C's Summer Camp. They would like to move the camp to 972 Prior Station Road. Iti is a free camp for children ages 2-18. A request is made for police and fire to come speak to the children and would like to use Peek Park forai field day and cookout at the end of camp. Duration of camp will be. July 10th-J July 14th. Shei is advised by the Commission to speak to staff on the request for the use ofPeek Park on DELEGATE- - GWEN TUCK- CELEBRITY DANCE CHALLENGESK WALK AND RUN FOR THE SEXUAL ASSAULT CENTER- - REQUESTING USE OF MAIN Gwen Tuck appeared before the Commission and requested the use oft the Main Street Park on Saturday, July 22nd starting at 7 p.m., ending at 9j p.m., fora Celebrity Dance Challenge/5k Walk and Fun Run for the Sexual Assault Center. Amos Tuck is participating in the celebrity dance challenge and participants are raising money for the benefit oft the Sexual Assault Center. The route for the run will be on the Silver Comet Trail and go out to Kimoto Tech and turn around back to the Welcome Center. A motion was made by Commissioner Tuck, seconded by Commissioner Foster, all voting "Aye" none voting "No" the Commission approved Gwen Tuck using the Main Street Park on Saturday, July 22nd for a Celebrity Dance Challenge/5k Walk and RECOGNITION-GAWP- GOLD. AWARD - WATER POLLUTION CONTROL City Manager Billl Fann recognized Heather Dalton (Wastewater Plant Superintendent) for achieving the GAWP Gold. Award for the water pollution control plant. CITY MANAGERS REPORT Commissioner Carter and I attended the ribbon cutting for Michelle Ruper's new State Farm office on North Main last month. RESOLUTION- GOVERNING AUTHORITIES OF THE CITY OF CEDARTOWN AI motion was made by Commissioner Tuck, seconded by Commissioner Foster, all voting "Aye" none voting "No" the Commission approved RESOLUTION 2017-13 agreeing to deannexation of certain property currently located within the city limits of Cedartown, Georgia, convey ownership of property owned by Polk County, Georgia, and establish ownership and maintenance ofall existing and future Walk of Fame statues located upon property owned by City Attorney Pilgrim notified the Commission that the first reading of the deannexation FIRST READING OF DEANNEXATION ORDINANCE - CHEROKEE ROAD Commissioner Dale Tuck read the Deannexation Ordinance for the right-of-way of Cherokee Road. The ordinance will be adopted at the June 12,2017 Commission meeting. Chairman Hubbard will be GMA's District 11 President for 2017-2018. COMMISSIONER REPORTS Commissioner Tuck stated that what June Beck has brought up is perfect timing as the Police Chiefis in attendance. She is also looking forward to the 4C's Camp. Commissioner Foster stated that it has been a couple ofbusy weeks. Yesterday was the ground breaking for Saint Bernadette's Catholic Church and the turnout was phenomenal. The Cedar Valley Arts Festival also had great attendance. Commission Foster and Commissioner Tuck attended the opening ceremonies for the Recreation Department's youth soccer season as well. Without boots on the ground, the City is limited so he is greatly appreciative ofinvestment from the community for all ofthese events. Chairman Hubbard thanks Trixie Morgan for being involved in the community. He also wants to note that there is now a new business owner, a new church, and there was a concerned citizen that came before the Commission. These are great things and wants to thank everyone for their service. ADJOURN adjourned.
