The Carl Junction City Council met in regular session on Tuesday November 1,2 2022 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: LaDonna Allen, Rick Flinn, Bob McAfee, Roger Spencer, Mike! Burns, Mike Satterlee, and Hollie LaVigne. Jim Gozia was absent. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk. Alaina Wright and City Administrator Assistant Crystal Winkfield. AGENDA Roger Spencer motioned to approve the agenda as presented. Hollie LaVigne seconded. All in favor. No opposed with one absent. LaDonna Allen motioned to approve the consent agenda. There was no discussion. Long Term Projects report Stevel Lawver said the awards fort the ARPA water line and storm water improvement; grants have Steve said Optic Communications. havel been in town al lot recently and willl be getting started ont their work. Steve said they" 've talked about the contract for Lakeside Park and they' 're going to look at it again and offer ai new contract. He said wel had $44,000 budgeted, and the state will allow 25%1 more, upi to a $50,000. However, anything beyond that would havet to bei funded entirely by the city. Steve said if they bring back another contact thati is still outside the range, we can move on to one ofthe other bidders. Holliel LaVigne asked about the digital signs. Steve said there were plans for one at Briarbrook Drive and Fir Road and one at Hollie LaVigne asked about the website. COMMITTEE Budget/Finance: REPORTS LaDonna Allen said she would like to have a joint meeting between the Budget Committee and Public Facilities Committee about some of the potential new projects. Ladonna Allen and Mike Burns decided on a joint meeting at 6:00 pm on November 15. ordinance Code/Nuisance: Rickl Flinn said the committee met at6 6:30 pm about amending chapter 3401 to include an for cutting corners, and he said the committee is recommending approval. Rick Flinn said they also talked about amending Chapter 110, which) has to do with elections and requirements to hold office. He said the current language says aldermen cannot be in arrears in taxes, but the mayor's section does not, andi they would like to add it. Senior Citizens: Richard Garrett was appreciative of what has been done about thel lighting but said thej jobi is not done yet. Steve Lawver said three weeks ago another pump was torn up at the Deerfield Lift Station. He said Kurt has come up with a basket system that will cause approximately $40,000 to install. He said wel have over $500,000 in reserves for the sewer system for situations like this. Steve said the pumps cost around $28,000 each and sometimes the issue completely burns up the pump and they have tol bei Steve replaced. said we got the insurance renewal andi it willl bei increasing between five and eight percent. He said we are also looking UNFINISHED BUSINESS ato changing vision & dental coverage to get better benefits, or a lower cost for the same benefits.
