The Carl. Junction City Council met in regular session on' Tuesday September 20, 2022 at 7:001 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: LaDonna Allen, Rick Flinn, Jim Gozia, Bob McAfee, Roger Spencer, Mike Burns, Mark Satterlee and Hollie LaVigne. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk. Alaina Wright and City Administrator. Assistant Crystal Winkfield. AGENDA Roger Spencer motioned to approve the agenda as presented. Hollie LaVigne seconded. All in favor. No opposed. LaDonna Allen motioned to approve the consent agenda. Roger Spencer seconded. Alli ini favor. No opposed. PUBLICFORUM There was no one] present for public forum. APPOINT P&ZMEMBERS Mayor Powers said he would like to appoint Richard Garrett & Steve Smith to P&Z. Roger Spencer motioned to approve Stevel Lawver said wel had one bidder for Phase V oft the sidewalk project and thel bid was $814,825, whichi is 22% higher than the engineers estimated. He said Allgeier Martin is recommending we rebid the project later, possibly during the winter. Mike Burns askedi ift there is al limit tol how long the bid process open can remain open. Steve Lawver said) MoDOT wants the! bids submitted within 30 days. LaDonna Allen asked how long we. have to complete the project and Steve Lawver said he didn't believe there was at time frame. Steve Lawver said we came up with our current policies in February 2019 andl he wanted the council to review andj possibly make changes. He said we need to add electronic billing options and we also need to note that we're not responsible for email servers. Steve said the third came from new legislation this year. We are now allowed to close utility billing records and we need to1 reference Mayor Powers said something should be added saying ify you don't receive your bill by the 5th ofeach month you should call Mayor Powers asked ifthere was any update to the email issue and Alaina Wright said we dol have ai new email address set up LaDonna Allen motioned to put "AN ORDINANCE APPROVING CHANGE ORDER NO. 1 TO AN AGREEMENT BETWEEN THE CITY OF CARLJ JUNCTION, MISSOURI AND JEFF ASBELL EXCAVATING & TRUCKING INC., TO COMPLETE THE 2022 CENTER CREEK CROSSING SEWER REPAIR FOR THE CITY OF CARL JUNCTION, MISSOURI, SAID CHANGE ORDER NO. 11 BEING FOR A CONCRETE ADDITIVE TO REDUCE THE WASHING OF FINES IN THE CONCRETE, FOR A TOTAL ADDITIONAL COST OF $2,350.35, AND INCREASING THE TOTAL CONTRACT COST TO $248,800.77; AND AUTHORIZING THE MAYOR TO EXECUTE SAID CHANGE ORDER NO.1 FOR AND ON BEHALF OF THE CITY OF CARL JUNCTION, MISSOUR!" on first reading by title only. Public' Works report - No discussion. COMMITTEE REPORTS Budget/Finance: LaDonna Allen had nothing toi report. Steve Lawver said the audit is ready for review. LaDonna. Allen said Code/ Nuisance: Rick Flinn said there was a meeting tonight on a code change. Steve Lawver said the code committee recommended sending the proposed change tol P&Z, so there willl be aj public meeting andt then it will come back to the full council. Public Facilities & Planning: Mikel Burns said he gave thej public facilities committee some information on foot golfandh he'd Senior Citizens: Richard Garrett said things are going well at the Center, and their attendance has been ini the 40's the past couple of weeks. He said they have lights out in the men's restroom that! havel been out for over a) year. Somel have been repaired but to try and set upt ther meeting for either Thursday September 29 or October 6. Human Resources: Roger Spencer had nothing to1 report. like to see what the committee thought of the activity. have not been turned back on. Rick Flinni reminded everyone thel Bluegrass Festival is happening this weekend. Steve Lawver said1 there was an 8.5% growth rate in our assessed valuation this year. LaDonna Allen said she was contacted by a representative of the community library, and they wanted to invite the council to Steve Lawver said the engineers presented a sewer rate: suggestion. He is not recommending any changes in thes sewer rate this Jay Morton said today he went to thel bank stabilization project andi it's only armored one foot over the water level.
