CEDARTOWN CITY COMMISSION REGULAR COMMISSION MEETING FEBRUARY: 12, 2018 6:00P.M. Commissioners Present: Jordan Hubbard, Chairman Matt Foster, Chairman Pro-Tem Andrew Carter Jessica Payton Dale Tuck Also Present: Bill Fann, City Manager Carol Crawford, City Clerk Carey Pilgrim, City Attorney MEETING CALLED TO ORDER Commission Chairman Hubbard called the meeting to order. INVOCATION The invocation was given by Reverend Barry Snapp of Victory Baptist Church, followed by the pledge of the allegiance to the United States Flag. MINUTES APPROVED A motion was made by Commissioner Foster, seconded by Commissioner Tuck, all voting "Aye" none voting "No" the Commission approved the current agenda and the City Commission meeting minutes ofJ January 8, 2018. ARBOR DAY PROCLAMATION Ricky Ensley, Chairman of the Cedartown Tree Commission read the Arbor Day Proclamation proclaiming Friday, February: 16, 2018 as Arbor Dayi in the City of Cedartown and urging all citizens to support efforts to protect our trees and woodlands and to support our city's urban forestry program. DELEGATE-PASTOR KENNETH BROWN - YOUTH SUMMERFEST Pastor Kenneth Brown appeared before the Commission regarding the Youth Summerfest. Pastor Brown requested the use of Bert Wood Park, the gym and log cabin fort the event on Pastor Brown also requested the use of the Turner Street Recreation Center on Saturday, February 24th from 12:00 p.m. to 2:00 p.m. for an appreciation luncheon for all the vendors assisting with the Youth Summerfest. Esther Husser with thel Ferst Foundation for Childhood Literacy and Patty Rogers, Action Leader for the Foundation spoke to the Commission regarding the Ferst Foundation program. The program is a! 501 C3 non-profit public foundation with the mission to make a difference in early lives by providing books forl local communities to prepare preschool children for reading and learning success. The books are mailed on a monthly basis free of charge to each registered DELEGATE - FERST FOUNDATION FOR CHILDHOOD LITERACY child from birth to five years of age. MANAGERS REPORT Congressman Graves staff will make their monthly visit here tomorrow from 2pm to 4pm for anyone who has need of assistance or questions about federal level programs. The annual Arbor Day Ceremony sponsored by the Cedartown Tree Commission will be We have received notice of the Governorsapproval of our 2018 ARC grant application for Phase lof the York property development. The grant is almost $600,000 and will include utility development onto the property, two entrance roads and clearing to make the property more appealing to industrial prospects. We now have to wait for Washington to sign off on the Governor's approval which will take about 6-8 weeks. Commissioner Tuck and Ip participated in the SACS accreditation interviews for the Polk School District last Monday. It was interesting to hear the perspectives of the various community leaders in the room and very obvious how proud they all are of our school lattended a meeting last Thursday with Coke Museum owners Jamie Morris and. Jenny Burch as well as Elyse Davis from Georgia Power, Patrick Vickers from GDED and Annaka Woodruff from the Department of Community Affairs to discuss a possible project and funding to locate electric car charging stations in the City. CONSIDERATION OF ANNEXATION ORDINANCE - DENNIS PHILLIPS C34-297A LOCATED AT 1198 ROCKMARTI HWY. TOI BE REZONED TO C-2 COMMERCIAL CLASSIFICATION UPON Commissioner Payton read annexation ordinance for Dennis Phillips property located at 1198 Rockmart Highway. A motion was made by Commissioner Foster, seconded by Commissioner Payton, all voting "Aye" none voting "No" the Commission approved ORDINANCE 1, 2018 to annex property owned by Dennis Phillips located at 1198 Rockmart Highway into the city limits ofCedartown and to rezone the property to C-2 Commercial classification. ANNEXATION INTERGOVERNMENTAL AGREEMENT WITH ENTITIES City Manager Bill Fann spoke with the Commission regarding some discrepancies that hel had with the Intergovernmental agreement. A motion was made by Commissioner Carter to postpone a decision until the discrepancies were changed, seconded by Commissioner Foster, all voting "Aye" none voting "No" the Commission agreed to postpone a decision regarding the Intergovernmental Agreement with the entities until the discrepancies were changed. COMMISSIONER REPORTS Commissioner Payton stated thati it was an honor to read the MLK Proclamation. Commissioner Payton had a client from Rome that was here in Cedartown and had a wreck and bragged on how wonderful the Police Department worked. Commissioner Payton thanked the city employees for their love of Cedartown. Commissioner Tuck advised that there will be a meth alliance meeting at 4 p.m. on March 12th at New Hope Fellowship forj judges and law enforcement. Jennifer Hulsey advised that we have al huge problem and representation at the meeting willl be Commissioner Carter stated that there was a citizen concern regarding the Big Springs Commissioner Carter stated that the local unemployment career center is closing on the 15th. Training Center is a marketing tool there at the Career Center. Commissioner Foster is upset with the closing as well of the Georgia Department of Labor via the news. He appreciates Trey Kelley reaching out to the Labor There was graffiti on public buildingi in town. An email was sent to the City Manager on Sunday afternoon.
