The Carl. Junction City Council met in regular session on Tuesday February 1, 2022 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the followingi present: Jim Gozia, Mark Satterlee, Gary Stubblefield, LaDonna. Allen and Rick Flinn. APPROVALOFI BIDS FOR SIDE ARM] MOWER Steve Lawver said we received two bids for a side arm mower. One bid from Heritage Tractor for $75,486.70 and al bid from S&H Farm Supply for $47,672.00. Steve said! he and. Jay Morton are recommending thel bid from S&H. LaDonna Allen asked ifthis was included in the current budget and Steve Lawver said yes. APPROVALOFI BIDS FOR CENTER CREEK PAVILLION REPAIRS Stevel Lawver said after inspecting thej pavilion, thei insurance appraiseri is recommending rebuilding the whole: structure. Steve said he and Greg Coats believe it needs tol be repaired but not replaçed. He said you can repair thet trusses as long as you go load point to load point and replace the bad sections. We received al bid from Abernathy Construction to completely rebuild the structure for $16,099.00: and ab bid from) Nelson) Enterprises for $11,213.001 to1 repair thes structure. Steve Lawver said he is recommending going with Nelson! Enterprises. LaDonna Allen askedi if going against MARMAsrscommendition would be aj problem later and Stevel Lawver said no. Rick Flinn askedi ifbids covered thet tables and Stevel Lawver said no sincet the tables aren'tcurrently covered on our insurance. He said we are. looking at replacing four tables at $700 each. DISCUSSION OF BIDS FOR SOLID WASTE REMOVALCONTRACT Steve Lawver said there is a typo in his memo, and the price or GFL/WCA should be $12.75 instead of $12.25. He said the only thing different from our current contract is commercial service is not included in the new bids. Steve said our current contract includes residential and commercial service but does not inçlude construction roll-offs. LaDonna Allen asked ifi it inçludes the large item pick up and Steve Lawver said yes. Gary Stubblefield asked ift the bids included city wide cleanup and Steve Lawver said yes. Mayor Powers said he would recommend going out for more bids with more detailed bid specifications. Jim Gozia asked ifl Republic Services was thel best option with the current bids. Steve Lawver said ify you exclude commercial service, GFL/WCA is the best but adding commercial service could bring the residential price down for the other bids. There was discussion about possible recycling options, and the age of equipment used by the companies. Mark Satterlee motioned to reject all current bids, and direct Steve Lawver to go back out for bids with the following stipulations: residential service that includes two poly carts, city wide clean up, large item pickup upon request and commercial service without roll-offs. Jim Gozia asked about the bids for the Center Creek sewer line repair and Public Works report- - Mayor Powers asked ift thel hydraulic cylinders for the snowplows were fixed, and Jay Morton said yes. Police Dept. report- LaDonna Allen asked about thel LEST meeting thatt took place earlier today. ChiefMcCall said there was achieff for another agency that questioned us applying for the grant since wel have aj public safety tax inj place now. The meeting was postponed for 20 minutes, after which thel LESTI board was still unsure of the legal ramifications. ChiefMcCall said they awarded us approximately $15,000: for the phone system and they willl be seeking clarification about the legality ofus applying for thel LEST grant. Steve Lawver said Allgeier Martin went out for bid on that yesterday, LaDonna Allen asked which agency had an issue with our application and ChiefMcCall: saidi it was Carterville. Bldg Insp report No discussion. Court report No report. COMMITTEE REPORTS possibly the police department budget also. Budget/Finance: LaDonna Allen said there willl be ai meeting at 1:00 on February 8t to review all of public works' budgets and Human Resources: Roger Spencer was absent. Mayor Powers said there will be a closed session regarding personnel at the UNFINISHED BUSINESS NEW BUSINESS staying on for al long period oft time. Mark Satterlee said he doesn't think the light timer for the outdoor basketball courts is working property because they are LaDonna Allen asked ift there was a water main break over the weekend and. Jay Morton said no, they had al bad meter stop. LaDonna Allen asked what the work is under the road at) Lone Elm & Fir and: Jay Morton said they are putting in a gas line. Steve Lawver said we received aj proposal from Flynn Drilling for ai maintenance agreement on our water wells. He saidt they can do tests to find out how good our water wells are and that we are trying to analyze ift the savings would be more than the annual cost. Mayor Powers asked ifthe agreement would include repairs. Stevel Lawver said iti is for maintenance only but there isa a discount for repairs. Mark Satterlee asked how often they would inspect the wells and Steve Lawver saidi it's an annual inspection. Jay Morton said it willl build a history on the wells, the pumps, the pressure toi figure out how much longer a well andj pump will last. Steve Lawver said the agreementi is for $2,450 per year for all the wells andi includes 10% off on all labor costs. Mark Satterlee motioned to give!
