The Carl Junction City Council met in special session on Thursday August 24, 2023 at 7:00 PM at City Hall. Mayor Mark Powers called thet meeting to order with the following present: Bob McAfee, Roger Spencer, Ladonna Allen, Mike Burns, David Pyle, Bill Maguire and Hollie LaVigne. Rick Flinn was absent. Also present were City Administrator Steve Lawver, City Attorney Mike  Talley, City Clerk. Alaina Wright and City Administrator Assistant Crystal Winkfield.  AGENDA  LaDonna Allen motioned to approve the agenda as presented. Roger Spencer seconded. All in favor. No opposed with one  absent.  PUBLIC HEARING ON 2023TAXY LEVY Mayor Powers opened the public hearing at 7:02 PM. The public hearing was closed at 7:04) PM.  Steve Lawver said the city advertised a different rate, but after doing research and looking at the statute, there was no way to justify changing anything from the Pro-Forma provided by the state auditor. Mike Talley said he was charged with looking into the  matter at the previous meeting, but said he stopped once Steve said there was no way to justify the rate increase.  ORDINANCES  LaDonna Allen motioned toj put" "ANC ORDINANCE ESTABLISHING THE TAXI LEVYI FOR THE FISCALYEAR2024 ESTABLISHING SAID LEVY $0.8263 PER HUNDRED ASSESSED VALUATION ESTABLISHING THE ALLOCATIONS OF SAID FUNDS TO GENERAL FUND AND GENERAL OBLIGATIONS SINKING FUND" on second reading by title only.  Roger Spencer seconded. Alli in favor. No opposed with one absent.  Discussion: There was no discussion.  LaDonna Allen motioned toj put it on final passage. David Pyle seconded. Alli in favor. Motion on Ordinance #23-33 was approved by roll call vote, signed by the Mayor, attested by the City Clerk and made aj part of the permanent records ofthe  City of Carl Junction.
