Buford City Commission  August 3, 2020  The regular monthly meeting was held on August 3, 2020 at Buford City Arena and all Chairman Beard called the meeting to order at 7:00 p.m. and Mr. Burge led the Pledge of Motion by Mr. Weeks, seconded by Mr. Burge to approve the agenda for the. August 3,2020  Commission members were present.  Allegiance.  meeting as presented. Ayes 3 Nays 0  Motion by Mr. Burge, seconded by Mr. Weeks to adopt the minutes from the. July 20, 2020  meeting as presented by staff.  Ayes 3 Nays 0  Motion by Mr. Burge, seconded by Mr. Weeks to change the September meeting to September 8,  2020 at Buford City Arena.  Ayes 3 Nays 0  Motion by Mr. Weeks, seconded by Mr. Burge to re-appoint Homer Whiting and Wayne Johnson  to Planning & Zoning board.  Ayes 3 Nays 0  Motion by Mr. Burge, seconded by Mr. Weeks to approve ordinance and: resolution calling fora special election to allow voters oft the City of] Buford to vote on the issue ofal homestead exemption from certain City of] Buford ad valorem taxes; and other purposes.  Ayes 3 Nays 0 hearings.  Chairman Beard stated that this portion oft the meeting would be set aside for public Chairman Beard stated at this time there would be a public hearing on the Fiscal Year 2021 Operating Budget and 2020: millage rate rollback for Gwinnett and Hall County property taxes. Chairman Beard gave an overview oft the budget and the public was given an opportunity to provide comments on the budget and millage rate rollback. The audience did not have any comments or questions regarding the proposed FY 2021  ofe3  1  AIN/    Operating Budget, the 2020 proposed Gwinnett and Hall County millage rate or the proposed 2020 millage: rate for Hall County with the LOST rollback. Chairman Beard stated that this concludes the public hearing portion oft the meeting. Motion by Mr. Burge, seconded by Mr. Weeks to approve resolution ratifying the designation ofthree Construction Fund Custodians for the Buford Series 2020 Water and  Sewer bonds. Mr. Beard abstained.  Ayes 2 Nays 0 Abstain 1  Motion by Mr. Weeks, seconded by Mr. Burge to approve exemption ofrequirement to install curb and gutter and sidewalks at 4200 Thompson Mill Road for Tipton Home  Builders, LLC. Ayes 3 Nays 0  Motion by Mr. Burge, seconded by Mr. Weeks to approve issuance of certificate of occupancy and site plan improvements, including fencing for property, located at 510  Bona Road and accept $800 review fee.  Ayes 3 Nays 0  Motion by Mr. Weeks, seconded by Mr. Burge to authorize City Manager to enter into an agreement with Stonehedge Garden Club and. Jim Bradford, Artist, to design and install a sculpture int the amphitheater park located on Main Street. City financial participation to  be approved by the City Commission at a later date. Ayes 3 Nays 0  Motion by Mr. Burge, seconded by Mr. Weeks to authorize payment #1 for Church Street  stormwater improvements in the amount of $33,942.40.  Ayes 3 Nays 0  Motion by Mr. Burge, seconded by Mr. Weeks to authorize payment #5 for Buford multi-  use trail project in the amount of $111,883.23.  Ayes 3 Nays 0  Motion by Mr. Weeks, seconded by Mr. Burge to authorize payment #10: for the legion  fields improvements project in the amount of $558,453.00.  Ayes 3 Nays 0  Motion by Mr. Burge, seconded by Mr. Weeks to authorize payment #22 for the Buford park deck project in the amount of $244,162.00 and authorize City Manager toi install streetscape improvements on S. Harris Street and Moreno Street to Main Street.  Ayes 3 Nays 0  Motion by Burge, seconded by Mr. Weeks to clarify earlier motion to award best bid to CEDS Construction Co. for new: service installations and renewal construction services for City of Buford natural gas and authorize the use ofr next lowest bidder on an as-  needed basis.
