The Carl Junction City Council meti in regular session on Tuesday July 18, 2023 at 7:00 PM at City Hall. Mayor Mark Powers called ther meeting to order with the following present: LaDonna. Allen, Mike Burns, Rick Flinn, Billl Maguire, Bobl McAfee, David Pyle, Roger Spencer, and Hollie LaVigne. Also present were City Administrator Stevel Lawver, City Attorney Mike" Talley, City Clerk Alaina Wright and City Administrator. Assistant Crystal Winkfield. AGENDA Roger Spencer motioned to approve thea agenda as presented. David Pyle seconded. Alli in favor. No opposed. LaDonna Allen Richard Garrett - 1021 Copper Oaks He says there isal large hole being dug in front of thel building oft ther new convenience store on Pennell and wondered ifthere was something in the code tol have al barrier around such a large hole. Steve Lawver said the fuel tanks are in now and they are beginning to fill in the hole. Richard Garrett was also present to speak about the construction equipment going down Copper Oaks multiple times daily. He wanted to know if the city can require Schuber Mitchell to use the construction entrance they built. Steve Lawver said he already sent an email to Schuber Mitchell about the issue but hasn't heard back. Mayor Powers suggested putting up: signs onl Fir Road that says no construction vehicles at this road andj pointing to the construction road. Eric Shoaff- 105 Victoria Lane - He was present to talk about a stop sign at Briarbrook Drive and Fir Road. Steve Lawver said he turned thati issue over to the city engineer who has now contacted the county engineer and they are looking into it. APPROVAL OF DESTRUCTION OF) PAPER CHECKS FOR CLOSED BANK ACOUNT Mayor Powers asked ift the new checks had been received yet and Alaina Wright said yes. Roger Spencer motioned to approve the disposal of paper checks from the closed bank account. LaDonna Allen seconded. Alli in favor. No opposed. Long-Term Project report - Mayor Powers asked when we would find out about money for the Stormwater project and Steve Roger Spencer asked about the status oft the Community Center generator project and Stevel Lawver said the generator has been Police Dept. report - Roger Spencer asked about the new: stop signs at Summerlyn and Wisteria to create a four way stop. motioned to approve the consent agenda. David Pyles seconded. Alli in favor. No opposed. PUBLIC FORUM REPORTS Lawver said it would be at the end of2024. on order for about 15 months now and we are still waiting. Public Works report - No discussion COMMITTEE REPORTS Budget/Finance: LaDonna Allen hadi nothing to report. Code/ Nuisance: Rick Flinn had nothing tor report. Human Resources: Roger Spencer had nothing to report. Burns said the equipment had arrived and now itj just needs to be installed. Public Facilities & Planning: Mike Burns had nothing to report. Hollie LaVigne asked about the status of footgolf and Mike Rick Flinn asked about the splashpad signage andi ifit were going tol have no smoking added toi it. Stevel Lawver said we don't have a no smoking or vaping ban for the city. Rick Flinn asked if we could make an ordinance for that. Mike Talley said we could probably create an ordinance regarding smoking. David Pyle asked ifv we are having an issue with smoking at the splashpad and Rick Flinn said he's heard from several people about kids smoking in the area. Mike Talley said he would need some direction as to where we would want smoking prohibited and asked fort those ideas tol be communicated to Stevel Lawver, who willi inform Mike Talley. Mike Talley said at the last meeting there was a discussion about recovering engineering fees from developers. He said Steve Lawver said he was approached by a property owner wanting to sell a 60x75 lot beside Memorial Park. He said iti isn't ab buildable lot because there is no street frontage. Steve said the owner offered the property to the city for $15,000. Hollie LaVigne asked about moving the skate park to that area and Steve Lawver said that was aj possibility. LaDonna Allen suggested we submit a counter offer. There was a consensus among the council for Steve Lawver to purse negotiations for the property. UNFINISHED BUSINESS 400.190.D: allows the city to recover engineering costs, soi it willj just be ar matter of enforcing it. NEW BUSINESS ADJOURNMENT LaDonna Allen motioned to adjourn the meeting.
