The Carl. Junction City Council met ini regular session on' Tuesday May 23, 2023 at 7:00 PM: at City Hall. Mayor Mark Powers called the meeting to order with the following present: LaDonna Allen, Mike Burns, Bill Maguire, Bob McAfee, David Pyle, Roger Spencer, and) Hollie LaVigne. Rick Flinn was absent. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Alaina Wright and City Administrator Assistant Crystal Winkfield. AGENDA LaDonna Allen motioned to approve the agenda as presented. Roger Spencer seconded. All in favor. No opposed with one absent. LaDonna Allen motioned to approve the consent agenda. RATIFY THE MAYOR'SI EMERGENCY DECLARATION FOR WATER PUMP REPAIR ATWELL#2 Steve Lawver said they pulled the pump today but they don'tknow yet what the problem is. David Pyle motioned to ratify the LaDonna Allen motioned to put "AN ORDINANCE AMENDING TITLE VII. UTILITIES: CHAPTER 705: WATER ARTICLE I. GENERAL PROVISIONS, BY AMENDING SECTION 705.140. CONSTRUCTION OF LINES AND MAINTENANCE-INSTALLATION. FEE, TO INCREASE CONNECTION FEES GENERALLY, AND TO IMPOSE NEW CONNECTION AND CONSTRUCTION FEES IF THE EXTENSION IS BEYOND TWENTY-FIVE (25) FEET OR IF A STREET CROSSING FOR THE CONNECTION IS REQUIRED" on first reading by title only. Hes said we are losing money with our oldi meter fees and these updated prices will allow us to barely break even with new meters. Steve alsos said our old ordinance had no means ofhaving ai resident pay ifthe water line has to cross the street and now the ordinance covers Roger Spencer motioned to put it on second reading by title only. Steve Lawver said it is now up and running and they were doingt topsoil work today Stevel Lawver said Renee Landsaw brought him ani idea about doing coffee and donuts witht the aldermen quarterly to get people engaged andl keep people informed. Steve Lawver said we would get the first meeting scheduled for. June 24th at 8:00 am. Mayor Powers asked everyone to look at the pavilion that was put up at the Briarbrook CID pool as aj possible pavilion design Public Works report - Steve Lawver said public works has been busy lately with line locates and repairing water and sewer Police Dept. report - ChiefMcCall said Officer Conway has been extremely busy lately with Officer Castlebury being off for medical leave and he is doing a good job. Chief McCall said he believed Officer Conway's actions saved a female in her early 20's and forming the pads for the pavilions. for Lakeside Park. lines. COMMITTEE REPORTS Budget/Finance: LaDonna Allen said she would like to confirm there was funding available in the Water R&R account for the Code/ Nuisance: Rick Flinn was absent. Roger Spencer said they met on the ordinance that was passed earlier ini the meeting. repairs ratified by the Mayor's emergency declaration earlier. Human Resources: Roger Spencer had nothing to report. Public Facilities & Planning: Mike Burns had nothing to report. UNFINISHED BUSINESS LaDonna Allen asked about pavilions at Memorial Park. Steve Lawver said iti is up to the council to decide ift they wanted to move forward with the carport idea. Mike Burns questioned the language ini the contract that only says a pad willl be poured. Mike also said he feels like the carport idea is al Plan B and he feels like we're going with that option only because there is a time crunch. Hollie LaVigne asked if we could look at the pavilion at the Briarbrook CID pool and Steve Lawver and Mayor Powers said that pavilion wouldn'tmatch the theme at Memorial Park. Roger Spencer asked what the size of the concrete pad would be and Steve Lawver said it would be 12x20 feet. Hollie LaVigne asked about the height of the pavilions and Steve Lawver said they would be 8 feet. Bob McAfee askedit ifthe pavilions willa alsol be 12x201 feet and Stevel Lawver: said yes.
