The Carl Junction City Council met in regular session on Tuesday May 2, 2023 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: LaDonna Allen, Rick Flinn, Bob McAfee, Roger Spencer, Mike Burns, Hollie LaVigne, David Pyle and Billl Maguire. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Alaina Wright and City Administrator. Assistant Crystal Winkfield. Mayor Powers asked for discussion regarding Case #23-04- - Amending Chapter 410 - Supplementary Regulations Mayor Powers opened the public hearing at 7:04 PM. Steve Lawver said) P&Z met on this last week and are recommending approval. Rick Flinn asked about "certain "conditions" language. Steve Lawver said the application for a consolidation goes to P&Z for a decision. Mike Talley said the ordinance was drafted offt the City of] Duquense's ordinance that was drafted several years ago. He says this cleans the record so there are lot split and lot consolidation procedures. Rick Flinn asked ifita affected the property taxes and Stevel Lawver saidi its should not. Thej public hearing closed at 7:08 PM. APPROVAL OF BIDS FOR THE ROOF AT813JOPLINST Steve Lawver said this is the roof at the public works building. He said it's been 10+ years since it was coated and it's now cracking and leaking. Stevel Lawver said we received three bids: Nelson Enterprise at $52,000, Abernathy Roofing & Construction at $62,500, and Cowin Construction at $167,369.41. He said Nelson Enterprise was the low bid andi ist the one beingr recommended. Mike Burns said Public Facilities talked abouti itl last week but did notl have any input from public works. APPROVAL OF] BIDS FOR PAVILLIONS ATI MEMORIAL PARK SPLASHPAD Mike Burns said this was discussed att thej public facilities meeting and rei received onel bid from Schuber Mitchell tol build two pavillions for $11,212.90 each. Stevel Lawver said he checked on metali instead of shingles andi it was going tol be $3,875 for eachs sheet, and would cost more than shingles. Mike Burns said the committee is recommending approving the bid from Schuber Mitchell. He said the schematic shows a metal roof, and they would like to see one with the roof materials they will be using. Hollie LaVigne asked about the guni incident today. Assistant Chief Stever said there was a disturbance not allow motorized vehicles and Lakeside Park has golf carts that use those trails. COMMITTEE REPORTS Budget/Finance: LaDonna Allen said we learned that for the Police Department to get MDT's we can use JasCo's bid which will take the cost from $5,000 to $1,100. Stevel Lawver said we also learned that for public safety, Verizon Wireless would give us the internet hot spots for free. Code/ Nuisance: Rick Flinn had nothing to report. Human Resources: Roger Spencer had nothing to report. Public Facilities & Planning: Mike Burns said there was a meeting last week. He said there were: multiple projects that were Mike Talley said he had ai medical procedure at the end of this month that will take him out of commission for possibly a few Steve Lawver said there was an online comment about the use tax and we: needed one and are one of the only cities without one. David Pyle asked ift there had been research done in the past about whyi it has failedi in the past. Steve Lawver said many people online bring items intot the conversation that havei nothing to do with the use tax, buti it wasi impossible for us to combat. LaDonna Allen said other towns passed taxes that all wenti into one: fund, like the Generall Fund. Mike] Burns asked ift there would be anys support coming from the state about getting a statewide use tax.
