The Carl Junction City Council met in regular session on Tuesday February 13, 2024 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: LaDonna Allen, Mike Burns, Rick Flinn, Bill Maguire, David Pyle, Roger Spencer, and Hollie LaVigne. Bob McAfee was absent. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk. Alaina Wright and City Administrator Assistant Crystal Winkfield. AGENDA Roger Spencer motioned to approve the agenda as presented. David Pyles seconded. Alli in favor. No opposed with one absent. Chevellel Lawver-616 Locust-She came to give an update on the committee: regarding the use tax on the ballot. She said there was only a few people that met but they had some good ideas. She said the group is called Citizens for CJPD and they will geta a Facebook page going and geti information out there. She read thel ballot language and said nowhere does it say iti is an internet sales tax andi it'si important to get thati information out there. Chevelle said Bailey's is willing tol have a table with information for anyone who Doris McDaniel-905 Sheridan-She is very disappointed in the budget management of the council. She feels like it's been mismanaged and money has gone toj places it shouldn't have gone. She said she saw a backhoe driver and three city workers come to Shelly Albright-222 Fairway Drive-She asked what the use tax will do tot the police department budget, ifit will remain at the 1.3 million or ifit will goup. LaDonna Allen said she's assuming it will go up because salaries will go up and prices will go up, but they won'tknow until they sit down and actually figuret the budget. Shelly then asked what willl happen ift the use tax doesn't pass. She then asked why the solar panelsl haven't been maintained and saidi if they were maintained the electric bills wouldn'tbe so high. Daniel Hawkins-114 E. Allen St-He said his house is on the corner of. Joplin & Allen and he has noticed the people traveling that area tend to speed through that area. He said Allen Street is used heavily by school kids and he is concerned about safety in that area. Mayor Powers asked Chief] McCall toj put the speed trailer in that area. Regarding the use tax issue, he said as a small business Someone in the audience asked about the speed unit that had been put up on Briarbrook Drive. Mayor Powers said the city does not own that unit and did not put that there. Chief McCall said it is a camera and license plate reader and actually belongs to Doris] McDaniel once again said thel budget has been poorly managed and that ifLaDonna. Allen manages her personal budget like she's managed the city budget she must be in dire straits. She said the city administrator got an extravagant raise and she's angry. Bobl Hayes-2091 NI Broadway-He said his concern is Broadway & Wise and thej junior high traffic that comes down' Wise Street. Stevel Lawver said there was three bidsi in thej packet for fencing. Thel bids were Miller Fence at $9,321.00 for galvanized and $10,892.00: for black; Diamond SI Fencing at $9,255.00 for galvanized and $10,255.00 for black; and Superior Fencing at $9,498.93 for galvanized: and $10,806.76 for black. He said his recommendation is Diamond SI Fencing and he would recommend the black coating. David Pyle motioned to approve bid from Diamond S Fencing in black as recommended. Bill Maguire seconded. Mike Burns asked about thel language talking about a one-year warranty. Mayor Powers said if there was ai failure in the asphalt, they would have to come back and fix it, but they will not fix the thickness since it is within the current standard. Mike' Talley said the council shouldn't vote on the agreement tonight, it will need to be offered by Emery Sapp & Sons officially before iti is voted for. Mike Burns said the solar panels are very old and he didn't remember discussion about thej panels and if we were getting any benefit and asked ift they were still working. Stevel Lawver said he's had multiple companies come and look at them and there are 34 panels not working. Hollie LaVigne asked how many are functional and Stevel Lawver said wej probably have around 150 panels total. Mikel Burns asked Steve Lawver asked to get a quote for what it would take to fix the panels. Hollie LaVigne said the seed library is outside and was set up by the Girl Scouts.
