Regular Meeting Minutes The meeting of the Pocomoke City Mayor and Council was held in Council Chambers on Monday, June 3, 2024. The meeting was called to order at 6:33 pm. Present: Mayor Todd J. Nock First Vice President: Monda Marsh C.L. Marshall, Brooke Cottman City Manager: John Barkley City Attorney: Andrew Illuminati City Clerk: Melinda Stafford Council Members: R. Scott Holland, Diane Downing, Pledge of Allegiance, Prayer by Councilmember Marsh and Call to Order Approval of Minutes from Meeting of May 20, 2024 Motion to approve the minutes made by Councilman Holland, seconded by Councilwoman Downing (passed) Review and Approval Current Bill List Motion to approve current bill list made by Counciwoman Downing, seconded by Councilwoman Marsh. (passed) Board & Commissioner Appointments/Oatn of Office Swearing in of Thomas Gladding to the Board of Zoning Appeals Swearing in of Michael Blake to the Planning and Zoning Commission Event Permits, Pocomoke Fire Company Mike Shannon is seeking approval for a one-day permit for June 22nd advised the council that the county has revised how they accept permits starting April 1st. limiting the window of application to 45 days. The firehouse is requesting a letter stating they are allowed to have up to 50 bars for the year. After some discussion, the council will work with anyone to expedite the town forms and have City Manager Barkley contact the county and see what the updated regulations are. Motion to approve the one-day permit made by Councilman Holland and seconded by Councilman Marshall. (passed) The coordinators met with the fire marshal, Sheriff, and EMS, and events has been approved (mud big, concert, rodeo) to have available backup. Volunteers are insured for the City. All events are on schedule and Councilwoman Marsh is excited and wishes success to the Fair. Mayor thanks Events Update, Great Pocomoke Fair everyone for their hard work. Introduction of Emergency Resolution No. 595, Tax Rates, Public Hearing, Vote Mayor Nock reviews the resolution from the last work session. The mayor then introduces the Emergency Resolution and proceeds to ask for a vote to approval. Councilwoman Marsh makes the motion to approve, Counciwoman Downing seconded. (passed) Mayor Nock reads the resolution aloud and enters into the public hearing. There was not a comment from the public. Vote was taken again and seconded. (passed) First Reading & Introduction of Resolution 596, FY 2025 Budget Mayor Nock introduces the resolution 596, FY 2025 Budget. This will be tabled and reintroduced at the next meeting. Motion to table made by Counciwoman Marsh and seconded by Councilwoman Cottman. (passed) First Reading & Introduction of Resolution 597,Fee Schedule Mayor Nock introduces the resolution 597, Fee Schedule. This will be tabled and reintroduced at the next meeting. Motion to tabled made by Councilman Holland and seconded by Councilman Marshall. (passed) First Reading, Ordinance to Amend to the City Zoning Map Dan Brandewie, Planning Director reads the ordinance to amend, #466. The Mayor and Council have set a public hearing for July 15th, 2024 Comments a. Comments from the City Council Members 1. Councilman Marshall apologizes for lateness, Excited for the Pocomoke Festival 2. Councilwoman Marsh - Thanks Ms. Chapman for the 1.5 block acquisition 1. Disappointed in lack of landlord rental agreement; previously approved b.C Comments from the Mayor 2. Urges public to bear with the Council as they navigate reducing financial burdens of the past for a heathier financial position for the City 3. Call for action to get items accomplished 4. Introduction of New City Clerk, Melinda Stafford c.Comments from the City Manager d. Comments from the Audience 1. Notice of Waterline Improvement Project, explanation and pardon our progress 1. City needs a simple form to fill out for events - M. Shannon 2. Steve Giddens, wanted to address any questions from the last meeting pertaining to the permit for the event at the American Legion. Mayor states it is expected that the permit applicant to appear before mayor and council for permit questions. Conversation about public safety at American Legion events.
