Regular Meeting Minutes The meeting of the Pocomoke City Mayor and Council was held in Council Chambers on Monday, June 27, 2024. The meeting was called to order at 6:31 pm. Present: Mayor Todd J. Nock C.L. Marshall, Brooke Cottman City Manager: John Barkley City Clerk: Melinda Stafford Council Members: R. Scott Holland, Diane Downing, Pledge of Allegiance. Prayer by Councilmember Marshall and Call to Order Approval of Minutes from Meeting of June 3,2024 Motion to approve the minutes made by Councilman Marshall, seconded by Councilwoman Downing (passed) Review and Approval Current Bill List Motion to approve current bill list made by Councilman Marshall, seconded by Councilwoman Cottman. (passed) Event/Alcohol Permit, Dockside Restaurant Holland, seconded by Councilman Marshall. (passes) Event Permits for use of City Property, Boat Docking Event Item was discussed in conjunction with the Boat Docking Event. Motion to approve by Councilman Mike Shannon is requesting approval. Marshall asks for the dates of the event; August 16th & 17th. Councilman Holland makes the motion to approve, Councilman Marshall seconded. (passes) Mr. Shannon is having work done on the docks in the amount of $9,000. Motion to approve by Councilman Holland, seconded by Councilman Marshall. (passes) Approval of FY 2025 Tax Abatements City Manager, John Barkley informs the Mayor and Council of the annual listing of the abatement of taxes (water) in the amount of $4594.38. There was a question asking why is there a property listing every year. The response was the owners must ask annually. Motion to approve made by Councilwoman Downing, seconded by Councilman Holland. (passes) Emergency Ordinance Acceptance of MDE Grant Funds, CIPP Project The Mayor and Council heard from Finance Director, Brandy Matthews, for the explanation as to why this resolution should be declared as an emergency. After the Mayors discussion, a motion to declare the resolution as an emergency was made by Councilman Marshall and seconded by Councilwoman Downing. Mayor Nock provided the reading of the Resolution and opened the floor for the public hearing. Hearing none, motion to receive and accept the funding was made by Councilman Marshall and seconded by Councilman Holland. (passes) Resolution 593 Surplus Vehicles, Second Reading, Public Hearing, Vote Mayor Nock has the second reading of resolution 593, Surplus Vehicles. He then opens the floor for the public hearing. Hearing none, a motion was made to approve the resolution by Councilwoman Downing and seconded by Councilman Holland. (passed) Resolution 594, ARPA Funds, Second Reading, Public Hearing, Vote Mayor Nock has the second reading of resolution 594, ARPA Funds. He then opens the floor for the public hearing. Hearing none, a motion was made to approve the resolution by Councilman Holland and seconded by Councilman Marshall. (passed) Resolution 596, FY 2025 Budget, Second Reading, Public Hearing, Vote Mayor Nock has the second reading of Resolution 596, FY 2025 Budget. He then opens the floor for the public hearing. A representative from the Delmarva Discovery Center has a question about the donations line item is the budget and what they are for. She also has a concern that the Discovery Center along with other non-profits are being penalized because their buildings are in poor conditions. With discussions between the representative, the Council and Barbara Tull, a motion to approve was made by Councilwoman Downing and seconded by Councilwoman Cottman. Resolution 597, FY2025 Fee Schedule, Second Reading, Public Hearing, Vote Mayor Nock has the second reading of Resolution 597, FY 2025 Fee Schedule. He then opens the floor for the public hearing. Mayor Nock mentions how hard the council worked on the budget. Hearing none, Motion made to approve was made by Councilman Holland and seconded by Councilwoman Cottman. Comments a. Comments from the City Council Members 1. Councilman Marshall - Needs to address the disrepair of docks, proud of how Pocomoke was 3. Councilwoman Downing - Tall grass complaint, Code Enforcement has addressed the problem. Mayor Nock has a discussion with the public and Dan Brandewie, Planning and Zoning Director and advises of the chain of command to have documents signed by Mayor and 4. Councilman Holland - Congrats to new business in town and to the Mayor for becoming President-Elect for the Maryland Municipal League (MML). Received complaint of no cold water due to pipe exposure during extreme hot weather c.Comments from the City Manager 1. Thank you to department heads for helping to present a precise budget to council to support the direction of the City and appreciate citizen input. d. Comments from the Audience 1. Asking to consider greater reimbursement for issues with sewer problems such as leakage or other 2. More publicity for businesses for discount opportunities given by the city-Jessmin Duryea issues on property - Kelly Miller; Decatur Property Management 3.
