The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with Attorney) and $551.087 (Economic Development) to seek legal advice from the City Attorney and to discuss commercial or financial information that the City has received from a business prospect that the Council seeks to have locate, stay, or expand ini the City and with which the Cityi is conducting economic development negotiations, regarding the development agreements with Sapphire Bay Land Development, LLC. Discuss amending the Fiscal Year 2022 Adopted Budget. (30 minutes)  Robert Cone, Budget Officer, reviewed the updates on the proposed amendment. 3B. Provide grant program update and discuss allocating matching funding. (45 minutes)  Ron Harper, Grants Coordinator, reviewed grants received since thel beginning oft thei fiscal year; grant applications submitted and applications for which the City is awaiting a response. The filing period for all candidates for Councimember Place 1 - unexpired term ends March 7th. If you are interested inr running, you may request a City Council Candidate Guide from the City Secretary's Office on The North Texas Municipal Water District will temporarily change the disinfectant in its water treatment process from March 1-29. This annual, routine change has been conducted for over ad decade and is necessary to maintain the regional system and year-round water quality. Consider approving the minutes.  Consider action to approve minutes from thet following City Council meeting(s): February 15,  2022 Meeting.  This item was approved on the Consent Agenda.  7B. Consider appointments for the Stakeholder Engagement Group.  Appoint members for a Stakeholder Engagement Group to guide, solicit and review public input  for the update of the Rowlett Development Code and Form-Based Code.  This item was postponed to a future meeting.  7C. Consider a resolution approving a water lease agreement.  Consider action to approve a resolution approving Supplemental Agreement No. 31 to the Water Lease Agreement between the City of Rowlett and Sapphire Bay Marina, LLC, and authorizing  the Mayor to execute the amended agreement on the City's behalf. This item was approved on the Consent Agenda as RES-014-22.  7D. Consider a resolution approving a master agreement renewal for roadway materials.  Consider action to approve a resolution approving the purchase of roadway materials for street repair and maintenance pursuant to a Dallas County Interlocal Agreement, as bid and renewed by Dallas County ILA IFB 2012-057-6750 and court order 2021-1242, in the amount of $40,000.  This item was approved on the Consent Agenda as RES-015-22.  7E. Consider an ordinance amending the adopted budget. Consider a resolution authorizing the purchase of video production equipment.  Consider action to approve a resolution authorizing a purchase order in the amount of $132,010 to Texas Film Gear to purchase a communications sound stage with cameras, lighting, and  equipment using PEG Funds.  This item was approved on the Consent Agenda as RES-016-22.  7G. Consider a resolution approving applying for and accepting grant funding, if awarded.  Consider action to approve a resolution to apply for and, if awarded, accept $126,362i in grant funding from the Office of the Governor, Public Safety Office (PSO), Criminal Justice Division,  FY23 First Responder Mental Health Program. Consider and take action on a request by Priya Acharya, Wier and Associates, Inc., on behalf of property owner Western Bank and Trust, regarding an Alternative Landscaping Plan under Section 77-504.1 of the Rowlett Development Code to modify landscaping buffer requirements on property zoned Planned Development (PD) District for Neighborhood Shopping (C-1) uses. The approximately 2.42-acre site is located approximately 330 feet southwest of the intersection of Dalrock Road and Lakeview Parkway in the City of Rowlett, Dallas County, Texas. Alex Koenig, Planning Manager, provided the information for this item. City of Rowlett  11186    of the Rowlett Development Code to modify entryway area landscaping requirements on property zoned Single-Family Residential (SF-8) District. The approximately 5.74-acre site is located approximately 450 feet northeast of the intersection of Dalrock Road and Pheasant Run  Drive in the City of Rowlett, Dallas County, Texas. Mr. Koenig provided the information for this item.  A motion was made by Councilmember Brown, seconded by Deputy Mayor Pro Tem Sherrill, to approve the item as presented.
