Municipal Center = 4000 Main St. As authorized by Section 551.071 of the Texas Government Code, this meeting may be convened into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on The City of Rowlett reserves the right to reconvene, recess or realign the Regular Session or called Present: Mayor Pro Tem Grubisich, Deputy Mayor Pro Tem Sherrill, Counciimember Margolis, any agenda item herein. Executive Session or order of business at any time prior to adjournment. Councilmember Laning, Councilmember Bell and Councilmember Brown City Council may receive public input on the following items: 1. WORK SESSION Mayor Pro Tem Grubisich called the meeting to order at 5:30 p.m. possible November 2022 bond election. (45 minutes) Public input received from: Debra Shinder, Rowlett. 1A. Discuss and outline Community Investment Program Task Force (CIPTF) scope of work for a Frank Payne, CIP Manager and Munal Mauladad, Managing Director of Community Development and Engineering Services, requested guidance from Council. Discussion regarding possible use of ARPA funds for some of the projects = specifically erosion control along Lake Ray Hubbard; the importance of Herfurth Park and the development of Downtown; the need for public input and review of facility needs. Brian Funderburk, City Manager, related that each $10 million in bond money roughly equates to one cent on the tax rate. Staff will take this information and will begin CIPTF meetings the first Monday in May. 1B. Discuss the status oft the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) funding made available through the American Rescue Plan Act (ARPA) and take any necessary action. Ronald Harper, Grants Administrator, reviewed the items/projects that had previously been agreed upon- - prior to the changes in regulations, and provided a list of proposed items/projects for the funds, some of which included: waterline looping design - there are 200 dead ends in the current water system; Police Department Child Exploitation Unit - hardware and software; Police Communications servers and station updates; erosion control; self-checkout stations for (45 minutes) City of Rowlett 11202 the Library as well as wifi hot spots. After further discussion, it was the consensus of Council to reallocate some funds for the abovementioned projects as well as ar remainder for potential cost After a short break at 6:59 p.m., Council reconvened in Executive Session at 7:07 p.m. overruns. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.087 (Economic Development) and $551.071 (Consultation with Attorney), to discuss amendments to the Hotel Development Agreement and the Development Agreement and to consult with and receive legal advice from the City Attorney relating to the Sapphire Bay project.
