Municipal Building - 4000 Main St. Present: Mayor Margolis, Mayor Pro Tem Grubisich, Councilmember Galuardi, Councilmember Winget, Councilmember Britton, Councilmember Bell and Councilmember Shinder 1. CALL TO ORDER Mayor Margolis called the meeting to order at 5:15 p.m. 2. EXECUTIVE SESSION There are no items for this agenda. 3. WORK SESSION (5:15P.M.)* Times listed are approximate. City Council may receive public input on the following items: 3A. Presentation by the. Arts & Humanities Commission to City Council. (30 minutes) Deborah Crosby, Chair, and Katheryn Crenshaw represented the Commission. Laura Tschoerner, Director of Library Services and Staff Liaison was also in attendance. Ms. Crosby reviewed the Commission members, standing committees, accomplishments this year- Cultural Arts Grants, Arts in Education Grants, young artist exhibit, writing contest, Rowlett Sings, photography contest, calendar project, SH66 mural options, booth at DiverCity, KRB Earth Day, Holiday Tree and Painting on the Green. She reviewed future projects including the mural on SH66, sculpture at Fire Training Facility, sculpture at a City facility/park and scholarships for local art students. She reviewed the current operating budget of $13,600 and the FY23 request of $15,000, outining the increased request and the increased request for public art. Council discussion regarding thet focus of the public art program and the possibility of other formats such as murals. 3B. Discuss the City's current truck route ordinance. (30 minutes) Public comment received from: Noel Wardrope, Rowlett. Council received two messages via the online form in support of this change. Jeff Cohen, Interim Director of Engineering and Munal Mauladad, Managing Director of Community Development and Engineering, reviewed the current truck route ordinance that had not been reviewed since its implementation in 2011 and reasons the ordinance should be City of Rowlett 11248 reviewed. Council discussion regarding the use of Miller Road and Rowlett Road and the safety issues due to residential and school locations; required signage; and revising fines for enforcement. It was the consensus of Council to proceed with revising the ordinance. This will [ be submitted for consideration at a future meeting. facilities and Herfurth Park improvements. (45 minutes) 3C. Discuss the potential to move forward with a November 2022 Bond Election to include new City Angie Smith, Deputy City Manager, reviewed the process the Community Investment Program Task Force (CIPTF) has gone through thus far. Council discussion regarding economy, possibility of design costs versus entire construction costs, and issues with postponing. After further discussion, ity was the consensus of Council to not pursue a November election and have CIPTF provide the survey results in January. 3D. Discuss the creation and appointment of a City Council subcommittee for Public Safety. (20 minutes) Councimember Shinder reviewed the process leading up to this recommendation = how to involve the public more, no existing City board or Council subcommittee; and the evolution of the idea; suggested goals, scope and defining the details. After further discussion, it was the consensus of Council to establish the subcommittee with Councilmembers Shinder and Winget and Mayor Margolis as members. DISCUSS CONSENT. AGENDA ITEMS 4. The motion passed with a unanimous vote of those members present. This item was approved as ORD-024-22. 7C. Consider action for contract renewals of employee benefits. Consider action to approve a resolution for contract renewals of employee benefits for Fiscal Year 2023 with Mutual of Omaha for term life/accidental death insurance, optional term lifelaccidental death insurance, long-term disability, and optional short-term disability in the estimated amount of $153,927 and authorizing the City Manager to execute all necessary documents. Consider action to approve a resolution authorizing a one-year contract (Bid 2022-16) )with F& FC Concrete, LLC for Miscellaneous Drainage Improvements: Concrete Curb, Gutter, Flumes, on Sidewalk, Street or Alley in an estimated amount of $750,000. Consider action to approve a resolution for continued annual maintenance payments to a software vendor in an amount not to exceed $113,929.41 for Enterprise Resource Planning software, as provided in the annual Information Technology budget, and authorizing the City Manager to execute the necessary documents to continue said services. City Mayor Margolis outlined the process for nominations and votes. A motion was made by Councilmember Britton, seconded by Councilmember Bell, to appoint Councimember Grubisich as Mayor Pro Tem. The motion FAILED with a vote of three in favor and four opposed (Galuardi, Winget, Margolis, Shinder).
