Municipal Building - 4000 Main St. Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councimember Britton and Councilmember Bell Absent: Councilmember Grubisich 1. CALL TO ORDER Mayor Margolis called the meeting to order at 5:30 p.m. EXECUTIVE SESSION (5:30 P.M.)* Times listeda are approximate. 2. 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, Sec. 551.071 (Consultation with City Attorney), to consult with and receive legal advice from the City Attorney forl legal training. Presentation from the Parks and Recreation Advisory Board tot the City Council. (30 minutes) This item was presented after Item 3B. Mike DeLatte, Chair, called their portion of the meeting to order at 7:02 p.m. Other members present were: Elise Bowers, Rebecca Day, Michael Schupp and Dolores Henning. Not present were: Donna Ferguson, Richard Kull, Eve Johnson and Kristy Andrade. Mr. DeLatte, along with Kari Pacheco, Assistant Director of Parks and Recreation, reviewed the Board's roles, community engagements, accompishments, future concerns and goals for the upcoming year. Councimember Galuardi, Council Liaison, stated he would like input from the Board concerning the Parks Master Plan, the budget and the 2024 CIP Bond projects. Mr. DeLatte adjourned their portion of the meeting at 7:16 p.m. 3B. Discuss a proposal to amend Chapter 10 Businesses" of the Rowlett Code of Ordinances to require Special Use Permits (SUP) for establishments that sell electronic cigarettes, accessories, and CBD related products. (30 minutes) City of Rowlett 11254 This item was presented first during the Work Session. Mayor Blake Margolis outlined the proposed amendments to require a special use permit for stores that sell electronic cigarettes, accessories, and CBD related products. Munal Mauladad, Managing Director of Community Development and Engineering was available to answer questions regarding the zoning and enforcement of the proposed amendments. Discussion was had concerning signage, underage sales, term definitions, and the administrative enforcement of the SUP. After further discussion, it was the consensus of the Council to move forward with 7 placing this item on the next agenda. DISCUSS CONSENT AGENDA ITEMS 4. Consider action approvinga one-year renewal for mowing services. City of Rowlett 11256 Consider action to approve a resolution exercising the third of four one-year renewal options for Section I mowing services with Ely Tree and Landscape in the unit amounts bid in an estimated annual amount of $60,000 for mowing and other related services for the Neighborhood Services Division of the Community Development Department. This item was approved on the Consent. Agenda as RES-076-22. 7C. Consider action approving a task authorization for water line dead-end looping services. Consider action to approve a resolution issuing Task. Authorization FY22-NS-02 in the amount of $892,770 to Neel-Schaffer, Inc. (Neel-Schaffer) to provide bid documents and specifications for Water Line Dead-End Looping for small diameter water lines at various dead-end locations within the City's water system and authorizing the Mayor to execute the necessary documents for said services. This item was approved on the Consent Agenda as RES-077-22. 7D. Consider action approving the purchase of wastewater pumps for the sanitary sewer lift station facilities. Consider action to approve a resolution accepting the quote from Xylem Water Solutions USA, Incorporated and authorizing the purchase of wastewater pumps for five sanitary sewer lift station facilities in the amount of $73,261.70. This item was approved on the Consent Agenda as RES-078-22. 7E. Consider action approving an amendment to Chapter 66 Traffic and Vehicles. Consider action to approve an amendment to Article III ("Trucks and Truck Routes") of Chapter 66 ("Traffic and Vehicles"), by repealing sections 66-161, 66-162, 66-163, and 66-164 and adding new: sections 66-161, 66-162 and 66-163 to amend definitions, to designate truck routes and to revise penalty provisions regarding the operation of trucks and commercial motor vehicles.
