Municipal Building - 4000 Main St. Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Grubisich, Councilmember Britton and Councilmember Bell CALL TO ORDER 1. Mayor Margolis called the meeting to order at 5:30 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.072 (Sale of Real Property) and $551.071 (Consultation with Attorney), to seek legal advice from the City Attorney and to discuss the purchase, sale, exchange and value of City- owned property located on Schrade Road. Annual presentation from the Rowlett Diversity, Equity and Inclusion Commission. (30minutes) Diana Moore, Chair, along with Munal Mauladad, Managing Director of Community Development and Engineering, reviewed the Commission's mission. Commission members who were present introduced themselves and explained what led them to serve on the Commission. Ms. Moore reviewed the Commission's accompishments as they relate to the City's Strategic Plan; FY23 budget requests of $4,000 for operations and a recommendation for a DEI Coordinator staff position for the City. 3B. Discuss FY2023 & FY2024 Council Workplan. (60 minutes) Brian Funderburk, City Manager, reviewed the process for the list created in May and the goal of the discussion to identify 10-12 which will be the primary focus for the upcoming fiscal year. Council was provided with the supporting information for each item that had been provided by staff. After further discussion, the focused list is as follows: City of Rowlett 11266 Explore options to fund Miller Road Bridge Develop plan to install a generator or quick connect at the Rowlett Community Centre Seek Membership with the North Texas Municipal Water District Explore options to expand or build new Animal Shelter Complete Herfurth Park improvements Build Sapphire Bay Public Safety Facility Develop plan to address homelessness Prioritize focus on all workforce elements Create more citizen friendly processes and improve communication Develop funding plan to build Merritt Road Interconnector Develop a long-term strategic plan for the Waterview Golf Course Develop a Downtown Management Plan and consider hiring a Downtown Manager 3C. Discuss a resolution amending the City of Rowlett Boards and Commissions Handbook to amend Section 5 (Descriptions of Boards and Commissions) relating to the Rowlett Community Ed Balderas, Emergency Management Coordinator, reviewed the history of COAD and processes, member structure, purpose, quorum issues and proposed resolution. Consider action to approve a resolution calling for a public hearing on the Fiscal Year 2023 proposed tax rate for Tuesday September 20, 2022, and to consider approval of a maximum tax rate of $0.699429 for the 2022 tax year. Mr. Cone presented the information for this item. AI motion was made by Mayor Pro Tem Winget, seconded by Councilmember Grubisich, to approve the item as presented. The motion passed with a vote of 6 in favor and 1 opposed (Shinder). This item was approved as RES-090-22. 8B. Consider and take action to approve an ordinance to amend Chapter 10, Businesses, of the Rowlett Development Code to require a Special Use Permit (SUP) for establishments that sell electronic cigarettes, accessories and CBD related products. Ms. Mauladad provided the information for this item. A motion was made by Councilmember Grubisich, seconded by Deputy Mayor Pro Tem Shinder, to approve the item as presented with the exception to remove provisionto: allow administrative ability to revoke SUP. The motion passed with a unanimous vote of those members present. This item was approved as ORD-027-22. City of Rowlett 11270 8C. Consider action to approve a resolution approving a Second Economic Development Incentive Agreement with AllofOur Heritage House, LLC, (La Hacienda restaurant) and authorizing the Libbey Tucker, Director of Economic Development, provided the information for this item. Discussion regarding the timeline for payout and the associated pros and cons. Ar motion was made by Councilmember Britton, seconded by Councilmember Bell, to approve the item as presented except strike the 3 year payments and pay in full. The motion passed with a vote of 5 in favor and 2 opposed (Winget, Shinder). This item was Notation fori the record: Mayor Margolis recorded vote as "yes," but the intent was a "no." 8D. Consider action to approve a resolution appointing members to a Charter Review Commission under Article XII - "Adoption of Charter" of the City of Rowlett Home Rule Charter. Laura Hallmark, City Secretary, presented the information for this item. City Manager to execute the agreement on the City's behalf. approved as RES-091-22. A motion was made by Mayor Pro Tem Winget, seconded by Councilmember Bell, to appoint the following members to the Charter Review Commission: Elise Bowers, Vicki Causey, Deborah Crosby (Alternate), Mary DuBose, Kellie McKee (Alternate), Lee Shaw, Mike Schupp, Mike Volz, and Tamra Williams; appoint Mayor Pro Tem Winget and Councilmember Galuardi as Council Liaisons; and allow the Commission to elect its Chair and Vice Chair. The motion passed with a unanimous vote of those members TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXECUTIVE SESSION present. This item was approved as RES-092-22.
