Municipal Building - 4000 Main St. Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Grubisich, Councilmember Britton and Councilmember Bell Absent: Councilmember Galuardi CALL TO ORDER 1. Mayor Margolis called the meeting to order at 5:31 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code $551.071 (Consultation with Attorney), tos seek legal advice from the City Attorney and to discuss possible agreement with Jackson Walker related to membership with the North Texas Municipal Water District (NTMWD). (30 minutes) THIS ITEM WILL BE DISCUSSED AFTER THE REGULAR SESSION. In at 7:00 p.m. Out at 7:28 p.m. 3. WORK SESSION (5:30 P.M.)* Times listed are approximate. City Council may receive public input on the following items: 3A. Annual Presentation from the Rowlett Chamber of Commerce. (20 minutes) Michael Gallops, President/CEO = Rowlett Chamber of Commerce and Mark Hall, Chair, introduced Tori Owens- Chair Elect, Sheila Hair- - Past Chair and Laura Keasling -N Membership Engagement & Experience Director. They reviewed the mission, vision and values of the Chamber, recent accreditation, strategic plan objectives and the programs they provide. 3B. Discuss amending the Fiscal Year 2022 Adopted Budget. (30 minutes) Robert Cone, Budget Officer and Wendy Badgett, Director of Finance, reviewed items in the previous amendment and the proposed amendments - capital projects, American Rescue Plan Act (ARPA)fund: allocations and other funds (debt service, employee health and benefits). 3C. Discuss a proposal to create a Lakefront Advisory Committee. (30 minutes) City of Rowlett 11286 Public Input 1. Charlie Reilly, Rowlett 2. Dave Holl, Rowlett 3. Stephanie Higgins, Rowlett 4. Steven Horwitz, Rowlett Deputy Mayor Pro Tem Shinder presented the proposal - the origins of the idea; committee's purpose, mission and objectives; involvement in take area regulation; governing documents; and suggested composition. Discussion regarding members, name and emphasis over entire City. Itwas the consensus of Council to create the Lakeshore Advisory Committee, made up of representatives from lakefront business owners, lakefront multi-family housing and an equal number of residents whose homes are lakefront and residents not on the lakefront. 3D. Discuss amending the City's current ordinance regarding Streets, Sidewalks and Other Public Ways. (30 minutes) Assistant Police Chief Dan Miller, along with new Police Chief Michael Denning, reviewed the number of vehicles travelling the main thoroughfares, ways that a safe and efficient traffic flow are ensured, crash data, proposed revisions and additions to the ordinance. After further discussion, it was the consensus of Council to proceed with these updates. Formal action will take place at an upcoming Council meeting. DISCUSS CONSENT AGENDA ITEMS 4. Presentation by the Senior Advisory Board of the 2022 Senior Friendly Business Award. Kenneth Williams - Chair, along with Councilmember Bell, Kari Pacheco = Assistant Director of Parks and Recreation, and thet following members of the Senior Advisory Board- Alberta Reese, City of Rowlett 11287 Virginia Denson and Wathenia Clark, presented the award to Tom Thumb of Rowlett. Randy Webb, Store Director, accepted the award. 5C. Presentation of Proclamation in recognition of National IT Professionals Day. Deputy Mayor Pro Tem Shinder presented the proclamation to the following Rowlett IT staff members: Joey Brock - IT Director, Rob Emminger - Desktop Administrator, Trey Switzer = Network Administrator and Alex Buie - Systems Administrator. IT staff unable to attend: Matt Mayer - Infrastructure Manager, Susie Sun - Applications Manager, Collin Wallick - Desktop Administrator and Lt. Steve Ferrie. 5D. Presentation of Proclamation recognizing October 5th as World Teachers' Day. Mayor Margolis presented the proclamation. 5E. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest.
