(Rockwall CADI No. 12922) Assistant City Manager Kevin Lasher stated that this item will be moved to the November 7, 2023 Planning and Zoning Regular Meeting and the public hearing will be renotified. 3.d, 3.eand: 3.f Assistant City Manager Kevin Lasher provided a presentation that included the following three items 3.d Zoning change to a Planned Development for the Towne Center Overlay District with specific uses being excluded; 3.e Site Plan and 3.f Conditional Use Permit for a five-lane drive- through bank teller facility. The property is located in the' Towne Center Overlay District with an underlying base classification ofLocal Retail District for a one-story7,85794 square footl bank and office building on 2.463 acres at the intersection ofFM 740 and FM 549. Thisi is a resubmitted Site Plan and was previously denied without prejudice by the City Council on June 27th, The original submittal included a story-story building containing approximately 19,781 square feet with eight variances and two Conditional Use Permit for drive-through ATKAlgAay case was also submitted that would exclude specific retail and commercial uses and reduce the required parking ratio to reduce impervious area. On April 27th, the Architectural Review Board Planning & Zoning. Minutes - October. 2, 2023 Page 1of3 reviewed the plans and voted five to one to recommend approval as presented. The Planning and Zoning Commission reviewed the original submittal on May 2nd and determined there were too many variances being considered and recommended denial without prejudice by a unanimous vote. The: new submittal package includes one CUP request for the ATM/Teller) lanes and variance to the 600-foot block width provision established by the Overlay District. The subject propertyi is slightly over 80o'long and is defined by' TxDOT roadwayl boundaries. The applicant isi invoking the Texas Finance Code. $59-307 Standards for Lighting allows financial institutions to have higher intensity lighting within a 50-foot radius of the main teller window and the most remote ATM machine. Recommend the window mullions be painted (or anodized) in a "Champagne" color in lieu oft the grey tone; 6. Twoi flag poles, maximum 201 feet inl height, adorn the circular plaza area at the corner entrance with LED downlights mounted at the top of poles as specified by the City's Night Sky Ordinance; and 7.
