Municipal Building = 4000 Main St. Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Grubisich, Councilmember Britton and Councilmember Bell CALLTO ORDER 1. Mayor Margolis called the meeting to order at 5:30 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to the Texas Government Code, $551.074 (Personnel) to interview and deliberate on the candidate for the Presiding Municipal Judge position. (60 minutes) THIS ITEM WILL BE DISCUSSED FOLLOWING THE REGULAR SESSION. In at.6:00 p.m. Out at 7:05 p.m. INDIVIDUAL CONSIDERATION 3. 3A. Consider action to approve an ordinance adopting the budget for fiscal year 2022-2023 (FY2023). Robert Cone, Budget Officer, presented the information for this item. Ar motion was made by Counciimember Grubisich, seconded by Councilmember Bell, to adopt an ordinance approving the Fiscal Year 2022 - 2023 Budget as presented. The motion passedwith: au unanimous vote of those members present. Thisi item was approved as ORD-029-22. 3B. Consider an ordinance approving and adopting the proposed ad valorem tax rate of $0.681000 per $100 of taxable value for fiscal year 2022-23 (FY2023). Mr. Cone presented the information for this item. AI motion was made by Mayor Pro Tem Winget, seconded by Councilmember Galuardi, that the property tax rate be increased by the adoption of a tax rate of 0.681000, which is City of Rowlett 11292 effectively a 3.06 percent increase in the tax rate. The motion passed with a vote of 6 in favor and 1 opposed (Shinder). This item was approved as ORD-030-22. 3C. Consider action to ratify the property tax revenue increase reflected in the Budget for FY2023. A motion was made by Mayor Pro Tem Winget, seconded by Councilmember Bell, that the property tax revenue increase reflected in the budget be ratified. The motion passed with a vote of 6 in favor and 1 opposed (Shinder). This item was approved. TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXECUTIVE SESSION Mayor Margolis made the following statement: "No formal action has been taken. We will have a future individual consideration item at a future meeting to vote on presiding judge." MATTERS 4.
