Receive an update from the Rowlett Housing Finance Corporation (RHFC) and the Board of Directors regarding projects and their annual business. (30 minutes) Rick Sheffield, Executive Director of HFC, reviewed the history of the HFC, current and future projects, tax credits, overview of partnership structure, affordable housing explained, benefit of affordable housing to the City, fundamentals of housing affordability and the associated problems when iti is lacking. HFC Board members Dan Pence and Brandon Stewart were also present. 3B. Discuss a proposal to purchase and install a Mobile Generator Docking Station at the Rowlett Community Centre (RCC). (20 minutes) an item on this meeting's Consent Agenda. Mike Lasby, Asset Manager, reviewed the scope of the project and funding allocation. This is City of Rowlett 11294 4. Parking will be Texas Arbor Day Celebration, Saturday, November 5th 10am-1pm at Pecan Grove Park; presented by the Parks and Recreation Advisory Board. Oncor has donated 250 trees, which will be given away to Rowlett residents. There will be activities for kids, educational booths, an Arborist on site and FREE trees. CITIZENS' INPUT 6. Consider action to approve a resolution accepting the bid of and awarding a contract to North Rock Construction, LLC in the amount of $597,848.53, and authorizing staff to set aside funds for a ten percent (10%) construction contingency in the amount of $59,784.85 and a maximum allowance of up to $10,000 for an early completion bonus as set forth in the project bidding documents resulting in a total project budget of $667,633.38 for the Herfurth Park Phase 1 Project and authorizing the Mayor to execute the necessary documents for said services. Consider action to approve an ordinance appointing and approving an employment agreement with Chris Kilgore to serve as Chief Judge for the City of Rowlett Municipal Court. At the request of Mayor Margolis, Council convened in Executive Session for this item at 7:57 A motion was made by Councilmember Galuardi, seconded by Councilmember Bell, to approve an ordinance appointing and approving an employment agreement with Chris Kilgore to serve as Chief Judge for the City of Rowlett Municipal Court and authorize the Mayor to execute the agreement on the City's behalf. The motion passed with a unanimous vote of those members present. This item was approved as ORD-031-22.
