CALL TO ORDER  Mayor Margolis called the meeting to order at 6:01 p.m.  2.  EXECUTIVE SESSION (6:00 P.M.)* Times listed are approximate.  2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, Sec. 551.071 (Consultation with City Attorney), to consult with and receive legal advice from the City Attorney regarding process and procedures for membership the North Texas Municipal  Water District. (30 minutes) In at 6:02 p.m. Out at 6:31 p.m. 3. WORK SESSION (6:30 P.M.)*  3A. Receive an update from the Rowlett Housing Finance Corporation (RHFC) and the Board of  Directors regarding projects and their annual business. (30 minutes)  Rick Sheffield, Executive Director of HFC, reviewed the history of the HFC, current and future projects, tax credits, overview of partnership structure, affordable housing explained, benefit of affordable housing to the City, fundamentals of housing affordability and the associated problems when iti is lacking. HFC Board members Dan Pence and Brandon Stewart were also  present.  3B. Discuss a proposal to purchase and install a Mobile Generator Docking Station at the Rowlett  Community Centre (RCC). (20 minutes) an item on this meeting's Consent Agenda.  Mike Lasby, Asset Manager, reviewed the scope of the project and funding allocation. This is  City of Rowlett  11294    4. Janet Tucker- -I Neighborhood Services Manager and Code Enforcement Officers Keith Hall, Richard Hernandez, Carlton Bush, David Gensler and  Lakisha Turner.  5B. Proclamation declaring the week of October 9-15, 2022, as Fire Prevention Week.  Presented by: Mayor Margolis to Chief Neil Howard, Assistant Chief Tim Gauthier, and several  members of Rowlett Fire Department.  5C. Update from the City Council and Management: Financial Position, Major Projects, Operational  Issues, Upcoming Dates of Interest and Items of Community Interest. Deputy Mayor Pro Tem Shinder made the following announcements:  The Taste of Fall Market is being held Thursday evenings, 5:30-8:30, on the green at the Village of Rowlett Downtown, through October 27h. Come on down for a taste oft fall while you shop all the food trucks and booths and craft vendors. Our market will have you ready to experience the Lunch on the Lawn = the Fall edition, is back downtown on Mondays. Enjoy a variety of food Get to know more about Rowlett's Diverse Culture this Saturday afternoon from 4-7 at Celebrate DiversCity on the green at the Village of Rowlett Downtown. Enjoy a combination of performances and activities for all ages. Bring a lawn chair to watch the performances and visit all the booths for educational activities! There will also be food trucks with different cuisines, and  Autumn season.  trucks, live music and games from 11am-2pm.  a kids area.  City ofF Rowlett  11295    Also, this Saturday, Keep Rowlett Beautiful hosts their seasonal electronics recycling and document shredding event from 9am-1pm at Rowlett High School. This allows residents to get rid of old electronics clutter in an environmentally safe manner. The first 3 boxes for document Operating hours at City of Rowlett offices and some facilities have extended. As a service organization, adapting to the needs of our customers is paramount. The longer hours will enhance in-person service opportunities for residents who may experience challenges with the  shredding are free and $5 for each additional box.  traditional 5pm closing time.  The Rowlett Public Library will be closed tomorrow for staff training. Councilmember Galuardi made the following announcements: at Cedar Ridge Park along Martha Lane (closest to the trail).  Lake Highland Trail Ribbon Cutting ceremony, Thursday, October 13th at 6pm. Parking will be Texas Arbor Day Celebration, Saturday, November 5th 10am-1pm at Pecan Grove Park; presented by the Parks and Recreation Advisory Board. Oncor has donated 250 trees, which will be given away to Rowlett residents. There will be activities for kids, educational booths, an  Arborist on site and FREE trees. CITIZENS' INPUT  6. This item was approved on the Consent Agenda.  7B. Consider a resolution authorizing a purchase order for fiscal year 2023 fee and payment  processing services.  City of Rowlett  11296    Consider action to approve a resolution authorizing a purchase order for payment int the amount of$119,000 to Paymentus for fiscal year 20231 for fee and payment processing services.  This item was approved on the Consent Agenda as RES-107-22.  7C. Consider action authorizing payment for computer software maintenance and support  services.  Consider action to approve a resolution authorizing the City Manager to execute a purchase order for annual software maintenance and support services for the Police Department's  software applications int the amount of $186,834.69.  This item was approved on the Consent Agenda as RES-108-22.  7D. Consider action authorizing the renewal of the annual contract for concrete repair and  maintenance of streets and alleys.  Consider action to approve a resolution authorizing the City of Rowlett to renew the existing annual contract for concrete repair and maintenance of streets and alleys. (Renewal 1 of4, with 8.5% unit price increase per Consumer Price Index) with Cam-Crete Contracting, Inc. in an  estimated amount of $1,405,000.00.  This item was approved on the Consent Agenda as RES-109-22.  7E. Consider action approving and awarding a contract to provide consulting services.  Consider action to approve a resolution accepting the proposal of and awarding a contract to Wavteq, Inc. in the amount of $46,500 annually for a two-year agreement through September 30, 2024 to provide consulting services for economic development marketing. Consider action authorizing a purchase order for online data storage, support and maintenance for infrastructure backup and offsite Disaster Recovery Plan.  Consider action to approve a resolution authorizing a purchase order in the amount of $120,000 to an information technology vendor for online data storage, support and maintenance for infrastructure backup and offsite Disaster Recovery Plan and authorizing the City Manager to  execute the necessary documents to purchase said services. Consider action approving payments for continued annual maintenance payments for  L  City of Rowlett  11297    Consider action to approve a resolution for continued annual maintenance payments to a software vendor in an amount not to exceed $168,000 for Enterprise Resource Planning and Municipal Court software suites, as provided in the annual budget, and authorizing the City  Manager to execute the necessary documents to continue said services. Consider action to approve a resolution authorizing the City Manager to execute the third annual payment for an eight-year maintenance cost plan in an estimated annual amounto tof$214,490.10 with Motorola and the City of Garland for Rowlett's portion of the Garandvesqureowet.  Sachse (GMRS) Public Safety Radio System.  This item was approved on the Consent Agenda as RES-114-22.  7J. Consider action authorizing a purchase order for Fire Department vehicle.  Consider and approve a resolution authorizing the issuance of a purchase order to Metro Fire Apparatus Specialists, Inc (Metro Fire) in the amount of $2,186,000 for a Spartan 105' Truck Drawn Aerial apparatus on a Gladiator chassis (Tiller Truck) and associated equipment.  This item was approved on the Consent Agenda as RES-115-22.  7K. Consider action approving at third year renewal ofafive-year contract for medical control  and continuing education services.  Consider action to approve the 3rd year of the 5-year contract for medical control and continuing education services for the Rowlett Fire Department (RFD) with The Medical Center of Plano  (TMCP) in the amount of $80,600.  This item was approved on the Consent Agenda as RES-116-22. 7L. Consider action authorizing agreement payment for software.  Consider action to approve a resolution approving the third-year payment of the City's three- year agreement with a software vendor for software in the amount of $148,803.68 and  authorizing the City Manager to execute the necessary documents.  City of Rowlett  11298    This item was pulled for Individual Consideration.  Deputy Mayor Pro Tem Shinder recused herself from this item and left the dais. A motion was made by Councilmember Galuardi, seconded by Councilmember Bell, to approve the item as presented. The motion carried with a vote of 4 in favor and 1  excused/recused (Shinder). This item was approved as RES-117-22.  7M. Consider action authorizing the purchase and installation of al Mobile Generator Docking  Station.  Consider action to approve a resolution authorizing the City Manager to execute a purchase order to LJ Power, Inc. for the purchase and installation of a Mobile Generator Docking Station for the Rowlett Community Centre utilizing BuyBoard Contract #657-21 pricing in the amount of  $200,726.00.  This item was approved on the Consent Agenda as RES-118-22. 7N. Consider action awarding a contract for Herfurth Park Phase 1 Project.  Consider action to approve a resolution accepting the bid of and awarding a contract to North Rock Construction, LLC in the amount of $597,848.53, and authorizing staff to set aside funds for a ten percent (10%) construction contingency in the amount of $59,784.85 and a maximum allowance of up to $10,000 for an early completion bonus as set forth in the project bidding documents resulting in a total project budget of $667,633.38 for the Herfurth Park Phase 1 Project and authorizing the Mayor to execute the necessary documents for said services.  This item was approved on the Consent Agenda as RES-119-22.  70. Consider action authorizing a Task Authorization for additional construction services associated with management of the Dalrock South Curve improvements Project. Consider action to approve a resolution authorizing Task Authorization FY22-GAR-01-SUPPI to PO#22200297 in the amount of $2,922.00 with Garver, LLC for additional construction services associated with management of the Dalrock South Curve Improvements Project (ST2149) and authorizing the Mayor to execute the necessarydocuments for said services.  This item was approved on the Consent Agenda as RES-120-22.  7P. Consider action denying Oncor's application to increase system-wide transmission and  distribution rates.  Consider action to approve a resolution denying Oncor Electric Delivery Company LLC's(Oncor) application for rate change to increase system-wide transmission and distribution rates.  This item was approved on the Consent Agenda as RES-121-22.  City of Rowlett  11299    Passed the Consent Agenda  A motion was made by Deputy Mayor Pro Tem Shinder, seconded by Councilmember Britton, including all the preceding item(s) marked as having been approved on the Consent Agenda. The motion carried with a unanimous vote of those members present.  8.  INDIVIDUAL CONSIDERATION  8A. Consider action to approve an ordinance appointing and approving an employment agreement with Chris Kilgore to serve as Chief Judge for the City of Rowlett Municipal Court.  At the request of Mayor Margolis, Council convened in Executive Session for this item at 7:57 A motion was made by Councilmember Galuardi, seconded by Councilmember Bell, to approve an ordinance appointing and approving an employment agreement with Chris Kilgore to serve as Chief Judge for the City of Rowlett Municipal Court and authorize the Mayor to execute the agreement on the City's behalf. The motion passed with a unanimous vote of those members present. This item was approved as ORD-031-22.
