City Council may receive public input on the following items: 3A. Presentation on Ihe status of the Capital Improvement Program. (30 minutes) Jeff Cohen, Interim Director of Engineering, and' Tim Engle, Graduate Engineer, presented the update of the 2015, 2018 and 2021 bond projects, which included roadways, parks and alleys. 3B. Receive a presentation from Economic Development staff regarding the basics of economic development and the methods and programs utilized by the department. (30 minutes) Libbey Tucker, Director of Economic Development, provided an overview of the Department's mission; funding limitations; components of Economic Development; and incentive policy details, process and agreements in place. She also provided statistics on the industries and employment ini the City along with the occupation concentration for Rowlett residents. 3C. Discuss the results of the pavement condition assessment performed by Roadway Asset Services (RAS) on all City streets and alleys. (60 minutes) This item was discussed second. Mike Lasby, Asset Manager, and Scott Gordon with Roadway Asset Services, provided the results of the Citywide assessment. This beautiful brindle girl with an amazing smile is Rosy. She is approximately 4 years old and has been at the shelter since July. She was found as as stray, but has apparently beeni in al home, because she appears to be house trained. She loves going on car rides andi field trips, such as Home Depot and PetSmart. She is particular with her dog friends and doesn't care for cats. All adoptions include spay/neuter, microchip and up-to-date vaccinations. Contact the Animal Walk the Bridge is a monthly event held on the 22nd of every month at Heroes Bridge (SH66 to Rockwall). This month marks the 4th anniversary of this initiative. Join them this Saturday at 6 p.m. There will be a special remembrance of Guy Helms, Rowlett Police Officer who died last November 4th after nearly 20 years with the Department. Walk the Bridge is an initiative that helps to prevent and raise awareness of first responder and veteran suicide. According to a study of deaths in 2021, 25% of law enforcement deaths were due to suicide. It is also reported that Fire Departments are more likely to lose a member to suicide than in the line of duty. Councimember Bell announced counseling services grant funding available for Rowlett Seniors whether progression of life issues, loss of loved one or feelings of isolation due to COVID. The approximately 4.34-acre site is City of Rowlett 11306 located west olt the intersection of Rowlett Road and Big A Road being Lot 7R, Block A of the Briarwood Armstrong Addition Replat, in the City of Rowlett, Dallas County, Texas. Carlos Monsalve, Urban Design Officer/Land Use Administrator, presented the information. Applicant Walker Royall with Briarwood Capital Corporation provided additional information.
