Municipal Building - 4000 Main St. Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Grubisich, Councilmember Britton and Councilmember Bell CALL TO ORDER 1. Mayor Margolis called the meeting to order at 5:30 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene in Executive Session pursuant to Texas Government Code, $551.074 (Personnel) to discuss and deliberate the duties and functions of the office of City Manager (60 minutes) THIS ITEM WILL BE DISCUSSED AFTER THE REGULAR SESSION. In at 8:55 p.m. Out at 9:39 p.m. WORK SESSION (5:30 P.M.) 3. City Council may receive public input on the following items: 3A. Present and discuss possible alternatives regarding Short-Term Rental (STR) regulations. (60 minutes) Public input: Steven Horwitz, Rowlett Munal Mauladad, Managing Director of Community Development and Engineering, along with Dale Jackson, Building Official, reviewed the existing City of Rowlett regulations; current short- term rental requirements; challenges: numerous sites where STR can be registered, identification of STR is mostly through complaints from neighbors, limited staff resources, posting of tenant information sheet; compliance with STR regulations, legal implications with case law; how other communities are regulating STR - some utilizing third-party vendors. They then presented proposed regulations updating the ordinance and using a third-party vendor. Staff will present recommended changes for Council action at a future meeting. Discuss the PBS documentary Driving While Black: Race, Space and Mobility in America to be shown at the Rowlett Public Library on November 3rd. (30 minutes) City of Rowlett 11309 Public input: 1)J.R. Each Councilmember then provided their own comments. It was the consensus of Council to Andrews Bowers, Rowlett proceed with the scheduled event. Judge Kilgore made some personal remarks. Representative Rhetta Andrews Bowers presented the Judge a certificate in honor of the occasion. 5B. Presentation of Proclamation recognizing November 7-11, 2022 as Municipal Courts Week. Councilmember Grubisich presented the proclamation to. Judge Kilgore andt the Municipal Court staff. Those present were Marilee Stanley, Marisela Head, Katherine Kirk, Andee Ocanas and Melody Backus and Marshal Jarrett Ehlinger. Not present: Mary Margaret Healy and Marshal Darvin Hill. 5C. Presentation of Proclamation recognizing November 3, 2022 as Light the World in Teal in support of Alzheimer's Disease Awareness Day. Kenneth Williams, Senior Advisory Board Chair, presented the proclamation with Councimember Bell and other members of the Board: Sharon Pouzar, Susan Bell, Tina Clark, Virginia Denson, Alberta Reese, Marilyn Jordan and staff liaison Aaron Cleaver - Director of Parks and Recreation. Presentation of a proclamation recognizing the month of November 2022 as Native American Heritage Month and request to light the Water Tower red November 13th through November 19th in honor of Native American Heritage Month and to bring awareness of the unfortunate situation of indigenous women going missing and being murdered at a aisproportionate rate. Deputy Mayor Pro Tem Shinder presented the proclamation to Rowlett Diversity, Equity and Inclusion Commission members Susan Urrutia and Myranda Congi and staff liaison Tara Bradley = Neighborhood Planning Supervisor. 5E. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Mayor Pro Tem Winget made the following announcements: This Saturday, join the Parks and Recreation Advisory Board for their Texas Arbor Day Celebration, 10am-1pm at Pecan Grove Park. Oncor has donated 2501 trees, which will be given away to Rowlett residents. There will be activities for kids, educational booths, an Arborist on Also, this Saturday, is the first annual Community Preparedness Fair - 11-3 at Rowlett High School. Not only will it bring community organizations that provide emergency resources and services to one place and allow for members of the Rowlett community to get to know them, it is also a great opportunity for community members to learn more about how to prepare for emergencies as well as the potential risks and hazards in Rowlett. Consider action to approve a resolution approving an agreement with The Counseling Institute of Texas in the amount of $60,000 to provide a counseling program for senior citizens who are residents of the City of Rowlett. Consider action to approve a resolution to exercise the second of 4 one-year renewals for the Rowlett Fire Department fleet maintenance and repair contract with Metro Fire Specialists, Inc. (Metro Fire) in an annual sum not to exceed $130,000. This item was approved on the Consent. Agenda as RES-134-22. Conduct a public hearing on the annexation of Vinson Road, an orphaned roadway in the Jeff Cohen, Interim Director of Engineering, presented the information for this item. Conduct a public hearing and take action to approve a request by Pulte Homes of Texas, L.P., on behalf of property owner, Merritt Village Lot' Venture, Ltd., for a Major Warrant to Appendix 2.1 of the Form-Based Code to increase the maximum dwelling unit area for a single Cottage on Mews lot from 2,530 square feet to 2,730 square feet. The approximately 4,400 square foot residential site is located at 8714 Eldon Mews, situated on Lot 37, Block C, of the Merritt Village Alex Koenig, Planning and Urban Design Manager, presented the information for this item. The approximately 12.044-acre site is located west of Dalrock Road and approximately 1,400 feet north of the intersection of Dalrock and Miller Roads, in the City of Mr. Koenig presented the information for this item.
