Mayor Margolis called the meeting to order at 5:30 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene in Executive Session pursuant to Texas Government Code, $551.072 (Real Property) to discuss and deliberate the purchase, exchange or value of real property involving the Rowlett Housing Finance Corporation. (45 minutes) (TO BE HELD AFTER THE REGULAR COUNCIL MEETING) In at 9:23 p.m. Out at 9:52 p.m. WORK SESSION (5:30 P.M.) 3. City Council may receive public input on the following items: 3A. Presentation of Year-End Update from the City Manager for FY2022. (45 minutes) Brian Funderburk, City Manager, presented the update with a focus on the Strategic Plan. 3B. Discuss a proposal to contract with the Institute for Executive Development (IED) for comprehensive Strategic Planning for the Rowlett Police Department (20 minutes) Chief Mike Denning outlined the proposal, explaining the reasoning behind the project, the process involved and the outcome. 3C. Discuss amending the Fiscal Year 2022 Adopted Budget. (15 minutes) Robert Cone, Budget Officer, reviewed the proposed updates. 4. DISCUSS CONSENT AGENDA ITEMS City of Rowlett 11315 Council requested that Item 7E be withdrawn for consideration oni this agenda. Judge Kilgore administered the oath to Chief Denning. His wife, Char, then pinned his badge and Chief Denning made some personal remarks. 5B. Rowlett Veterans Recognition Program - Gabriel Joseph Kanawite, Jr., U.S. Army. Mayor Margolis presented a Certificate of Recognition. Brian Wilbum, with VROC, detailed Mr. Kanawite's service and dedication to the Walk the Bridge initiative. He then presented a quilt on behalf of Quilts of Valor. Mr. Kanawite made some personal remarks in Navajo and English. 5C. Presentation of Proclamation recognizing November 26th as Small Business Saturday. Councimember Galuardi presented the proclamation to Michael Gallops - President/CEO of the Rowlett Area Chamber & Visitors Center and Chris Kizziar - President, Life Message. Mr. Gallops announced the month-long Row-opoly game sponsored by the Chamber to support local businesses. Play by shopping and visiting during November with an opportunity to win prizes. 5D. Presentation of Fourth quarter investment report for period ending September 30, 2022. Robert Cone, Budget Officer, presented the information along with Nelson Bush of PFM Asset Management. 5E. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. City of Rowlett 11318 Consider action to approve a resolution accepting the bid of and awarding a contract to Texas Civil Construction, in the amount of $1,331,569.40, with a ten percent (10%) contingency amount of $133,156.94, and up to $10,000 for an early completion bonus, resulting in a total project budget of $1,474,726.34 for alley reconstruction between Rice Drive and Tulane Drive, between Meadowlark Lane and Chiesa Road, between University Drive and Knightsbridge Drive, and between Sara Drive and' Westwood Circle, and authorizing the Mayor to execute the necessary documents for said services.
