Municipal Building = 4000 Main St. Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Grubisich, Councilmember Britton and Councilmember Bell 1. WORK SESSION (6:00 P.M.)* 3. 3A. Receive a presentation from the Community Investment Program Task Force (CIPTF) related to the citizen input gathered regarding the prioritization of City Facilities for a potential May 2023 Angie Smith, Deputy City Manager, reviewed the facilities assessment. Erik Ernst, Chair = Community! Investment Program Task Force, reviewed the CIPTF process and history, the three survey themes - ranking of projects, tax rate and funding and Herfurth Park. Council will hold a Bond Election. (45 minutes) Work Session to discuss the results and invite CIPTF members. 3B. Discuss an update to the Rowlett logo. (20 minutes) Mayor Margolis had requested this item to discuss a refresh of the Rowlett, Texas in Hunter Green/Maroon. Discussion regarding different color options and the history of the current color scheme. It was the consensus of Council to keep the all-blue (as noted on agendas and the website) and have the same blue with the design mark in maroon. Staff will make those mockups and ensure the proper professional color designations are available for continuity. Logos throughout the city will be updated as replacements are made for vehicle stickers, water towers paintings, and as newi things were printed. 3C. Discuss a request from the Rowlett Housing Finance Corporation (RHFC) regarding the potential sale and ownership of the two City-owned properties located at 4559 Martha Lane and 7995 Dalrock Road. (20 minutes) City of Rowlett 11329 Ms. Smith presented general information regarding thei two properties. Rick Sheffield, Executive Director - RHFC, presented background information for the proposed veteran projects along with a sample property rendering. Chris Kizziar, President - Life Message/Veterans Resource & Outreach Center, provided additional information. After further discussion, it was the consensus of Council to investigate options for selling the two properties. 4. Consider action to approve a resolution executing Task Authorization FY23-FNI-01 in the amount of $147,300 with Freese and Nichols, Inc. for engineering design work associated with the Rowlett Road Pump Station Upper Pressure Plane Pump Addition Project and authorizing the Mayor to execute the necessary documents for said services.
