Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Grubisich, Councilmember Britton and Councilmember Bell 1. CALL TO ORDER (5:30 P.M.)* Times listed are approximate. Mayor Margolis called the meeting to order at 5:30 p.m. 2. WORK SESSION City Council may receive public input on the following items: 2A. Discuss recommendations from the Charter Review Commission and determine whether to proceed with a Special Charter Amendment Election in May 2023. (45 minutes) Council reviewed and discussed each recommendation as follows: 3.09 Council Vacancies and Attendance: Council agreed with the recommendation to add special meetings toward the count ofr missed meetings. There was Council consensus toi include 3.14 Meetings of City Council: Council agreed with the recommendation that any three Councilmembers may call a special meeting. The current verbiage is "majority," which is in violation of the Open Meetings Act. There was Council consensus to include this recommended 2.03 Municipal Court: Discussion regarding non-compliance with current ordinance, current State law and previous version of Charter. There was Council consensus to include this item as al ballot proposition with the current Charter language, inserting verbiage from the Government 5.04 Municipal Judge: Discussion regarding Government Code verbiage and "majority." Discuss results presented by the Community Investment Program Task Force (CIPTF) and determine whether to proceed with a facilities bond election in May 2023. (45 minutes) Discussion regarding timing in conjunction with a possible GISD bond election, priorities as outlined by the citizen survey results presented by the CIPTF and location of build. It was the consensus of Council that the need was too great to delay and to ultimately leave it up to the voters decide. Itwas the consensus of Council toi include a proposition for the design and build of a Public Safety facility, a proposition for the design and build of an Animal Shelter with both being located on City-owned property at the corner of PGBT and Miller Heights. After a short break at 7:48 p.m., Council reconvened at 8:02 p.m. item not be addressed at this time. Council discussion regarding Herfurth Park Phase I, which began on January 5th. Angie Smith, Deputy City Manager, reviewed Phase II and Phase III, which were included in the 2021 Parks bond and did not pass. Council discussion regarding momentum for Downtown development and the merits of completing the entire park rather than in phases. It was the consensus of Staff will review projects and provide further details along with updated projected costs to TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDEXECUTIVE SESSION Council to include a proposition for both Phase II and Phase III. Council at the Work Session on February 7th. MATTERS There was no action taken. ADJOURNMENT 3.
