Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Grubisich, Councilmember Britton and Councilmember Bell 1. CALL TO ORDER (5:30 P.M.)* Times listed are approximate. Mayor Margolis called the meeting to order at 5:30 p.m. 2. EXECUTIVE SESSION There are no items for this agenda. WORK SESSION (5:30 P.M.)* 3. City Council may receive public input on the following items: 3A. Discuss an amendment to the lease for the Rowlett Public Library, necessary municipal facility repairs, the proposed relocation of the Utility Billing Department and possible issuance of Certificates of Obligation for the Public Safety Station at Sapphire Bay (45 minutes). Public Input: Stanley Pollard, Rowlett Angie Smith, Deputy City Manager, discussed the work of the Facility Strike Team to determine immediate facility needs and explore potential solutions. Facilities discussed were the Public Library and the extension of its lease as well as the option to expand its current footprint; the possible relocation of the Utility Billing Department with the purchase of an available building located inl Rockwall County; andi repairs tot thel Human Resources and Police Evidence buildings; and a space utilization study fort the current Police Department building. After further discussion, itv was the consensus of Council to proceed with extending the lease of the Library without expansion, pursue purchase of the vacant building for Utility Billing, and repairs for Human Resources and Police Evidence with a $25,000 cap on the PD space utilization study. 3B. Discuss results of further facility research for a Public Safety Station and Animal Shelter and determine how to proceed with a facilities bond election in May 2023. (45 minutes) Ms. Smith reviewed the fine-tuned options for the Public Safety facility and the Animal Shelter. Two options werep presented for the publicsafety facility that left out one of thet three departments City of Rowlett 11347 and relied on future expansion. It was the consensus of Council to proceed with a third option that could house all three departments, to better accommodate their functions as well as the prospects for the buildings in which they are currently located. Two options were presented for the animal shelter, which were based on square footage. With the continued "code red" status of the shelter, it was the consensus of Council to proceed with the option of the two providing the most square footage. Council also confirmed both phases to complete Herfurth Park as opposed to one phase this May and deferring the last phase to May 2024. This would keep the momentum oft the project and not delay its completion. A special meeting will be scheduled prior to the deadline of February 17th to call the special bond election. 3C. Discuss the creation of a Lakeshore Advisory Board. (25 minutes) Ms. Smith reviewed the scope and membership information as presented and discussed previously with Council. Council discussion regarding an appeal and/or regulatory component of the Board, the makeup of the Board members and recommendations and/or final appeals submitted to Council. It was the consensus of Council to proceed with the creation of the Board. Itwill be submitted for Council consideration at ai future meeting. 4.
