Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Grubisich, Councimember Britton and Councilmember Bell CALLTO ORDER 1. Mayor Margolis called the meeting to order at 5:30 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, Sec. 551.071 (Consultation with City Attorney), to consult with and receive legal advice from the City Attorney regarding the Sapphire Bay Development Agreement. The City Council shall convene into Executive Session pursuant to the Texas Government Code, $551.074 (Personnel) to deliberate on the evaluation and duties of the City Manager. City Council may receive public input on the following items: residential and nonresidential metered accounts. (30 minutes) 3A. Present and discuss an update to the drainage utility fee based on impervious area for Jeff Cohen, Interim Director of Engineering, reviewed the proposed changes. Discussion regarding options for simplifying fees for religious institutions. Staff will do further work on this aspect and present to Council at a future date. 3B. Discuss the Downtown Assessment Report prepared by the Texas Downtown Association (TDA) and presented by Shelly Hargrove, Marketing & Communications Coordinator for TDA. (30 minutes) City of Rowlett 11356 Libbey Tucker, Director of Economic Development, introduced Shelley Hargrove with TDA, who reviewed the process oft their assessment and the results. Recommendations included physical improvements, small business mix and events and changes to City processes. These recommendations will be further discussed during the budget workshops for FY24. 4. Deputy Mayor Pro Tem Shinder presented the proclamation to Tom Shinder and Emanuelle Rodrigues Nunes, both of whom provided personal remarks about their experience with aphantasia. Diana Moore and Susan Urrutia with RDEIC were also present. This proclamation is believed to be the first of its kind worldwide. 5B. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Councilmember Galuardi made the following announcements: the 1stand 3rd Thursday, ages 9-12 meet the 2nd and 4th Thursday. The Rowlett Public Library's after school programs for kids have returned. Ages 5-8 meet on Mondays in March - Lunch on the Lawn is back for the Spring! Every Monday from 11 to 2, there will be a variety of food trucks for you to enjoy. The North Texas Municipal Water District will temporarily change the disinfectant in its water treatment process March 6th through April 3td. Patrick is a handsome, smart boy who is potty trained, crate trained, and knows basic commands. Not too bad for an almost one-year-old. This item was approved on the Consent Agenda as RES-017-23. 7C. Consider awarding a contract for foundation repair and stabilization. Consider action to approve a resolution awarding a contract and issuing a purchase order to Rite Jack Concrete Repair, Inc. to provide mudjacking services in the amount of $118,000 utilizing an Interlocal Cooperative Purchasing Agreement with the City of Carrolton for the foundation repair and stabilization of the Police Evidence and the Human Resource buildings. This item was approved on the Consent Agenda as RES-018-23. 7D. Consider action awarding a contract for the repair of the Police Evidence building. Consider action to approve a resolution awarding a contract and issuing a Purchase Order to Native Construction to provide general construction services in the amount of $52,710.58 utilizing BuyBoard Contract #638-21 for the remodel of the Police Evidence building. This item was approved on the Consent Agenda as RES-019-23. 7E. Consider action for contracting for election services. Consider action to approve a resolution approving an Election Services Contract with the Rockwall County Elections Administrator to provide election services for the May 6, 2023, General and Special Elections and runoff election, if necessary.
