Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Grubisich, Councilmember Britton and Councilmember Bell CALL TO ORDER 1. Mayor Margolis called the meeting to order at 5:00 p.m. EXECUTIVE SESSION (5:00 P.M.) *Times listed are approximate. 2. 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.072 (Sale of Real Property) and $551.071 (Consultation with Attorney), to seek legal advice from the City Attorney and to discuss the purchase of property located at 6602 Dalrock Road. (15 minutes) This item will be rescheduled for a future meeting. 2B. The City Council shall convene into Executive Session pursuant to Texas Govemnment Code Section 551.074 (Personnel) to discuss the Annual Performance Evaluation of the City Secretary. No public input was received on the following items: 3A. Discuss the implementation of Ordinance ORD-025-22 (July 12, 2022) amending the City's Truck Route Ordinance and designated truck routes. (30 minutes) Assistant Police Chief Dan Miller, along with Chief Michael Denning, reviewed the background of the ordinance and the timeline/process of its implementation, ongoing challenges, enforcement statistics and training officers for enforcement measures. Discussion regarding delays fori implementation and available details for drivers; review of other cities' ordinances that may be helpful; and clarification of intent of this and future proposed City ordinances to ensure everyone has a clear understanding = Council, City Attorney and staff. 3B. Annual presentation from the Rowlett Youth Advisory Council. (30 minutes) City of Rowlett 11374 Chair Della George outlined members, meeting information, current year's goals, accomplishments and updates, plans for the upcoming year and FY24 budgetaryrequests. 3C. Discuss implementing a non-profit 501(c)(3) City grant application policy. (30 minutes) Mayor Margolis reviewed the proposed policy and application form to be utilized for non-profit organizations who seek to receive funding from the City. The application will be submitted to the City Manager's Office who will review and request any elements. All applications will be presented toi the Finance Committee for review and recommendations to the full Council during the budget process. Discussion regarding which organizationsfunding would be required to use the form clarification that applicable to funds over $1,000 received directly from the City as opposed to through a City board or commission. It was the consensus of Council to consider formally at a future meeting for Individual Consideration. 3D. Presentation from Clarion Associates and the City project team with an update on Recode Rowlett and the Diagnostic Report analyzing the current development codes and providing preliminary recommendations for the structure of the future development code. (40 minutes) Munal Mauladad, Managing Director of Community Development and Engineering, introduced Matt Goebel and Geoff Green with Clarion Associates, who presented the key themes for the review: Create a unified, user-friendly code; Reconfigure the zoning districts, adapting the "building type" approach from the FBC; Modernize the use regulations; Improve and tailor development standards; Update administrative procedures; and Update subdivision and design standards. Discussion regarding state legislation and potential effect; changes to residential sizing and a review of parking requirements. The process is ongoing, and staff/consultants will provide future updates. 4. This means that all the kennels are full. We are fortunate that the City of Rowlett has not had to euthanize due to space issues for years.
