Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Grubisich, Councilmember Britton and Councilmember Bell 1. CALL TO ORDER (5:00 P.M.) Mayor Margolis called the meeting to order at 5:05 p.m. 2. PUBLIC INPUT Dave Holl, Rowlett; Miller Road project 3. PROVIDE AN UPDATE ON MID-YEAR BUDGET OPPORTUNITIES AND DISCUSS, ADDITIONAL PROJECTS. Angie Smith, Deputy City Manager, reviewed the topics of discussion for the meeting: surplus reserves, March gth project timelines, additional projects, alocatonofDARTtunds and Industrial Street CIP funding reallocation. Surplus Reserves Review of the original $5.1 million, of which, $263,000 was allocated to building repairs and a space utilization study for the Police building. Reserve policy reminders, which allows for $960,000 for possible allocation. March gth Allocation Projects completion: Review of the nine projects for which funding was allocated with projected timelines for May 2023 $12,000 - permanent power for Main Street median with tree lights Aug 2023 $100,000 - park lights and camera for requested parks June 2023 $702,000 - lane striping for 18 streets $10,500 - replace sodium lights ati intersections $500,000 - asphalt full-depth reclamation street repair $30,000 - concrete outdoor kennels at Animal Shelter Sept 2023 $610,248 - Opticom upgrade (public safety/traffic signals) $30,000 - 10 Flock cameras = Police Department (TxDOT timeline) $75,000 - golf course projects - Golf Advisory Board reviewing projects TBD City ofF Rowlett 11399 Additional Projects Explored Projects include: solar powered lights along Lake Highland Trail; Rowlett Road @ Hickox Road pedestrian signal; retrofitting Fire Inspection/Marshal vehicles; HVAC updates at City facilities (RCC and Fire Administration); Twin Star Park half-court basketball court; street peninsula buttons; permanent electrical power fori the Downtown Green; pedestrancrossing: signs/flashing lights for downtown and Rowlett Road @ Faulkner; Coyle House improvement plans and costs for implementation; Paddle Point Park boulders and widen sidewalks along parking area; Christmas tree for Downtown; and Culture of Employee Engagement (Gallup). Allocation of DART Funds $4.9 million - East Industrial Street - received first tranche $350,000 - Martin Drive @ SH66 pedestrian crossing (submitted April 26th) $178,000 - potential cost overruns Industrial Street CIP Funding Reallocation DART funds received to cover the cost of this project. Funding available for other possible projects: East Industrial bury electric lines in partnership with ONCOR; Merritt Road Interconnect - could complete project funding; Miller Road from C.A. Roan to PGBT = design could be completed. It was the consensus of Council to allocate $2.56 million to the design of the Miller Road project to match the Dallas County MCIP funds and the remaining $1.56 million After further discussion, it was the consensus of Council to make the following allocations: toward the Merritt Road Interconnector project. $20,000 - Rowlett Road @ Hickox Road pedestrian signal $80,000- retrofitting Fire Inspection/Marsha vehicles $83,000- - HVAC updates at City facilities (RCC and Fire Administration) $161,000 - Twin Star Park half-court basketball court $150,000 - permanent electrical power for the Downtown Green $157,254 - pedestrian crossing signs/flashing lights for downtown and Rowlett @ Faulkner $75,000 - Coyle House improvement plans and costs for implementation (paint & all repairs) $80,000- - Downtown Christmas tree (35 with white lights, labor decorations & storage) $45,000 - Emergency Management Fund increase (overruns in qualifying FEMA projects) Remainder of approximately $80,000 will stay in reserves. Staff will develop timelines for these $20,000 - Paddle Point Park improvements $25,000 - Culture of Employee Engagement (Gallup) projects and follow up with Council at a future date.
