Municipal Building = 4000 Main Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Bowers, Councilmember Britton and Councilmember Schupp CALL TO ORDER 1. Mayor Margolis called the meeting to order at 5:00 p.m. EXECUTIVE SESSION (5:00 P.M.) *Times listed are approximate. 2. 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with Attorney) to seek legal advice from the City Attorney regarding eminent domain proceedings for the acquisition of Right-of-Way easements on properties along Miller Road and President George Bush Turnpike. (15 minutes) In at 5:01 p.m. Out at 5:25 p.m. 2B. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with. Attorney), to seek legal advice from the City Attorney regarding the Amended Economic Development Program Agreement with Yoco, LLC. (30 minutes) THIS ITEM WILL BE DISCUSSED AFTER THE REGULAR SESSION. Ina at 8:29 p.m. Outat9:08 p.m. WORK SESSION (5:15P.M.)* 3. City Council will deliberate on and may receive public input on the following items: 3A. Annual presentation of the Senior Advisory Board to City Council. (30 minutes) Kenneth Williams - Chair and Aaron Cleaver- Director of Parks and Recreation, introduced the members who were present: Susan Bell, Virginia Denson, Alberta Reese, Wathenia Clark, Sharon Pouzar, and Marilyn Jordan (Jacob Mendias and Mary DuBose were unable to attend). Mr. Williams then outlined the Board's mission and purpose, their goals and accomplishments over the past year, other outreach involvement, reviewed the participation numbers for the DART pass program and Seniors programming at the Rowlett Community Centre, ongoing AARP Senior Friendly Action Plan, the Board's plans for the upcoming year and ongoing concerns. Council discussion regarding possible programs for home accommodations and City of Rowlett 11419 retrofitting in existing homes and consideration in new home designs as well as transportation options for appointments outside of the DART service area. Services (RAS) on all City streets and alleys. (45 minutes) 3B. Discuss the results of the pavement condition assessment performed by Roadway Asset Scot Gordon with Roadway. Asset Services provided a review oft the results of their assessment of the City's roadways and the BOSS prioritization system, which utilizes the data to help determine which roads need to be repaired or replaced. Council discussion regardingevaluation of rideability in addition tot the surface condition as well as surfacety type. After further discussion, RAS and staff will resubmit data using smaller roadway segments (2500 sq. ft.), include rideability factors, and separate into asphalt/concrete roadways and alleys. 3C. Present and receive input regarding the Department of Housing and Urban Development (HUD) Community Development Block Grant Program 2023 Annual Action Plan. (40 minutes) Munal Mauladad - Managing Director of Community Development and Engineering and Jo Carroll - CDBG Consultant, reviewed the proposed allocations. Itwas the consensus of Council to proceed with the allocations as presented. Formal Council action on the Plan will be at a future meeting. 3D. Discuss the City Manager reaching an agreement with ONCOR to provide temporary overhead power at Sapphire Bay until December 31, 2023. (20 minutes) Angie Smith- = Deputy City Manager, presented the progress thust far and theanticipated timeline for completion. Barry Young and Jason Hagmeir with Oncor provided additional information. 4. DISCUSS CONSENT AGENDA ITEMS Items 7B, 7C and 7D were pulled for Individual Consideration.
