Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Bowers, Councilmember Britton and Councilmember Schupp Mayor Margolis called the meeting to order at 5:30 p.m. City Council may receive public input on the following items: 1. Discuss 2023 Bond Election proposed project and funding timeline and estimated annual tax Michael Kuhn-Treasury. and Debt Manager and' Wendy Badgett - Director of Finance, reviewed the prioritized project list and associated bond issuance. It was the consensus of Council to Discuss the purchase and buildout of property located at 6602 Dalrock Road for use by the City of Rowlett as the Utility Billing Offices and a Rockwall County voting location. (30 minutes) Angie Smith, Deputy City Manager, reviewed the various items for preparing the building for operations along with their associated costs and the timeline for completion. Council discussion regarding necessity of fiber installation and cost for proposed scale. After further discussion, it was the consensus of Council to proceed as presented, with the fiber installation from Fire Station #2 only at this time. Optional funding sources for the portion from Fire Station #3 will be Discuss current conditions and potential solutions for damage tot the Scenic Point Park Overlook. Aaron Cleaver - Director of Parks and Recreation and Kari Pacheco = Assistant Director of Parks and Recreation, provided background information on the history of the project, realized damage to the structure, inspections and evaluations performed and next steps. Council discussion regarding comparison of costs to repair and ongoing costs for maintenance versus ap permanent closure; verification of materials received versus what was ordered and notification to Council of issues.
