Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Galuardi, Councilmember Bowers, Councilmember Britton and Councilmember Schupp Arrival and Breakfast Mayor Margolis called the meeting to order at 8:15 a.m. Opening Remarks and Review of Goals Brian Funderburk, City Manager Emeritus, reviewed the agenda for the two days and the goals for the sessions; Land Mine planning for large budget issues in the near future and delayed revenues from delay of Sapphire Bay project. Mayor Margolis suggested looking more towards "one-time" funds versus ongoing General Fund to bridge the gap. 1. Diana Moore, Rowlett; RDEIC Chair available for questions. 2. Pamela Bell, Rowlett; consider staff additions on' "must-have" priority basis. No Public Input Forms were received for this meeting. Public Input Utility Rate Study Dan Jackson with' WillDan provided an update on the water/wastewater rates and outlook, which included: higher than forecast number of new accounts, significant water use increases during last summer, NTMWD continuing water rate increases through 2028; comparison of rates to area cities; historical use and cost of service forecast; proposed rate plan for FY24; and recommendation for continued annual reviews to track growth, continued changes in interest rates, inflation or NTMWD and Garland Treatment rates. Revenue Estimates Wendy Badgett, Director of Finance, reviewed revenue estimates fori the Refuse Fund; General Fund revenue sources; a review of Master Fee Schedule rates; history of sales tax revenue and projection for FY24; history of property tax values and comparison with area cities; process and timeline for counties Central Appraisal Districts' (CAD) reappraisals for FY24; taxable growth VS. revenue growth due to exemptions, protests, capped value and senior freeze; optional tax rate scenarios considering Nol New Revenue rate, Voter Approval rate, and portions oft the UI; General Fund budget reconciliation - supplemental requests and priorities; limitations due to Senate Bill 2; review of the "Land Mine planning" issues. City of Rowiett 11427 Council discussion regarding "needs" versus "wants" in reviewing proposed budget items and requests; delays in Sapphire Bay a continued consideration; difficult position weighing the important needs and responsibility to residents; discrepancy in numbers provided by (CAD) per legislation versus what is reported. Ms. Badgett further clarified the property tax exemptions and gap between values and revenue collected (i.e. homestead, over-65 and senior tax freeze). Break at 10:15a.m. Reconvene at 10:25 a.m. Mayor Margolis recommended staff review what has been compiled to date and look for alternatives. Council discussion regarding evaluating decisions made now and how it affects outlying years; what is the City doing now that could be revised or discontinued to fund what needs to be done; too many variables to make decisions during these sessions; clarification of Staff will review the information and submit a proposed budget on August 15th.
