Municipal Building - 4000 Main  Present: Mayor Margolis, Mayor Pro Tem Shinder, Councilmember Galuardi,  Councilmember Bowers, Councilmember Schupp, Commissioner Estevez, Commissioner Cote, Commissioner Williams, Commissioner Segars, Commissioner Tucker and Commissioner Frisbie (arrived at 5:57 p.m.)  Absent: Deputy Mayor Pro Tem Winget, Councilmember Britton, Commissioner Swift,  Commissioner Engen, Commissioner Wilson, Commissioner Urrutia and  Commissioner Ryan CALL TO ORDER  1.  Mayor Margolis called the City Council to order at 5:33 p.m.  Commissioner Estevez called the Planning and Zoning Commission to order at 5:34, p.m.  2.  PUBLIC INPUT There was no public input.  3.  JOINT MEETING WITH PLANNING & ZONING COMMISSION  Annual presentation by Planning &. Zoning Commission. (30 minutes)  Commissioner Estevez introduced the members who were present, outlined the functions of the Commission, reviewed case activity over the past year and the Commission's  involvement in the Recode Rowlett process.  Update on ReCode Rowlett project. (60 minutes)  Alex Koenig = Urban Design and Planning Manager, provided background on the Project Team, stakeholder group and associates assisting with the process. He reviewed the Development Regulations Assessment provided by the consultants; the goals for the Recode process; current zoning; proposed zoning districts and how they differ from current; review of proposed residential, commercialindustrial, mixed-use and non-conforming districts; the proposed underlying structure. He restated this was a preliminary presentation to provide an update on the progress thus far. The Project Team will continue to work with the consultants and the stakeholder group through upcoming public meetings with input opportunities and  will continue to provide updates through the process.
